Recommendations Find Zero Waste Strategic Plan exempt from CEQA pursuant to State CEQA Guidelines Section 15061 (b) 3 (General Rule) Adopt draft Zero Waste Strategic Plan which describes 19 initiatives that will increase Pasadena’s waste diversion from area landfills to over 87 percent by year 2040 Adopt Zero Waste Resolution to commemorate City’s commitment to striving toward Zero Waste
