  2. Life Long Guidance in France • Life Long guidance is starting by a guidance learning process during all school time. This guidance learning process is under the responsibility of the French Ministry of Education

  3. Life Long Guidance in France • At the end of schooling time, each youngster whatever his age, can benefit, during one year, from the support of the National Education Authority to make easier his access to job market: it is the role of what we call in French « Mission Générale d’Insertion » MGI

  4. Life Long Guidance in France • The Ministry of Labour takes over the Ministry of Education after schooling time and supports youngsters in their integration into the job market, especially thanks to the « Missions Locales Jeunes » (sort of job centers entirely dedicated to youngsters from 16 to 26) and the ANPE (our National Agency for Employment)

  5. Life Long Guidance in France • All over the territory,the Regional Assemblies are responsible for the provision of VET and Guidance activities. Some of them created specific organizations or services to fulfil this mission.

  6. Life Long Guidance in France • …Others rely on existing structures such as the Regional Youth Information Centers (CRIJ) or the Regional Information Centers on Continuous Education (CARIF)

  7. Life Long Guidance in France • Professional organizations and companies play their parts as well, hosting youngsters for very short work placements or organizing and delivering information sessions on occupations and professions..

The very early stage of a National Forum on Life Long Guidance What I can observe is that : • All these partners are working in parallel and are dealing , most of the time, with the same kind of clients It is very important to have them work altogether according to very basic common objectives

The very early stage of a National Forum on Life Long Guidance • The Ministry of Education , partner of the European Forum for Life Long Guidance, is at the very heart of the relationships between the actors previously quoted , who are all playing an active part in the guidance learning process in lower secondary schools and upper secondary schools

The very early stage of a National Forum on Life Long Guidance • The Ministry of Education tries to get all the partners involved to organize all these activities according to one unique principle : Life long Guidance is starting at school and remains during schooling time under the responsibility of the Ministry of Education and is being taken over by other authorities afterwards.

  11. The very early stage of a National Forum on Life Long Guidance • We must work altogether from lower secondary school and go on after schooling time.

  12. The very early stage of a National Forum on Life Long Guidance The positive aspects: • The Ministry of Labour is an essential partner whom we contacted and who shares our concerns. Meetings are planned in September.

  13. The very early stage of a National Forum on Life Long Guidance • The partners from the professional organizations are deeply mobilized on this issue. We have been starting a number of regular meetings concerning the provision of information on occupations, professions and employment for youngsters. They are core partners

The very early stage of a National forum on Life Long Guidance • We have been having very few formal contacts with the Regional Assemblies on this issue but some of them (Rhône-Alpes, Alsace for instance …) are rather innovating on Guidance issues and most probably could answer favourably to our offers.

  15. The very early stage of a National Forum on Life Long Guidance OBSTACLES: • Even if every involved partner agrees on the necessity of working together on Life Long Guidance issues, everyone is very careful to preserve one’s own activities and one’s own concepts…

The very early stage of a National Forum on Life Long Guidance • …But it seems quite impossible to carry along activities in parallel or even overlapping activities • It is very difficult for some youngsters and adults as well, to find their ways in our society. We have to work altogether to facilitate social inclusion for them..

  17. A very promising innovation : « la découverte professionnelle »(Awareness of professions) • From the next school year on , so September 2005, all pupils during the 9th form can get an optional teaching of 3 hours per week called «découverte professionnelle ».

  18. What do we mean by «  découverte professionnelle » • To encourage a good knowledge of professions and of job-related information so that pupils can really have a sort of « professional culture » • All the partners involved in Life Long Guidance…

  19. « la découverte professionnelle » • …are requested to contribute to this project (companies, professional organizations, Ministry of Labour, Ministry of Education…) • It is a good opportunity to set up the very bases of a national Forum on Life Long Guidance.
