  3. Definition All requirements (general adminstrative and public policy, program specific, and/or award specific) imposed on an awardee or recipient of Federal funds by a Federal agency. Consistent with the requirements under 45CFR part 74 and 92 Consistent with the requirements under 45CFR part 74 and 92

  4. Necessity To attain the objectives of the grant, facilitate post-award administration, conserve grant funds, and protect Federal interest.

  5. Basic Facts Acceptance of terms and conditions occurs when funds are requested via the drawdown or what ever payment method. Can be placed on an NoA (Notice of Award) or NGA (Notice of Grant Award) by statute or regulation. Are issued at any point of the grant project or budget period Can be suggested by a review committee during Objective Review, or placed during programmatic review as well Office of Grants Management (OGM) review.

  6. Basic Facts Some entities may require a formal acceptance on a separate document. Once accepted, the contents of the NoA are binding on the recipient unless and until modified by a revised NoA signed by the Grants Management Officer (GMO). If terms are unacceptable, the awarding agency is notified and the award is voided or deobligated.

  7. Important Fact While terms and conditions are placed on the recipient or awardee, the requirements also flow down to sub-recipients, and contractors----unless exceptions are specified on the NoA.

Reporting Requirements Generally HRSA Specific and on all HRSA Awards as the requirement of the Federal Financial Report (FFR) Some HRSA Awards may specify periodic reporting (ie Quarterly Progress); This could also be stated in the Program Term Section.
