  5. Present situation The WHO defines health as: A state of complete physical, mental and social well being and not merely the absence of disease and infirmity. Universal Education Foundation • Education by All for the Well-Being of Children 5

In 1972 UNESCO’s commission report “Learning to Be” asserted that: Present situation “Education should contribute to every person’s complete development – mind and body, intelligence, sensitivity, aesthetic appreciation and spirituality.” Universal Education Foundation • Education by All for the Well-Being of Children 6
