Why the Civil Constitution of the Clergy was passed: • To impose a new organization for the Church of France • The Church and the State were so intimately bound that they couldn’t be touched without disturbing the other • The Constitutional assembly voted to abolish the privileges of the nobles and the clergy • Nine months later a plan was presented

  3. This plan was not inspired by the ideas of the Enlightenment • The new constitution was civil because it only dealt with the matters of the temporal power. • The government wanted to take the clergies money and also take away their privileges

  4. What happened to the Church and its officials: • The Clergy and the faithful divided into two rival churches • The Constitutional Church stood for the state and the Refactory Church sided with the papacy. • The division of the Church caused discord and then Civil War

  5. What was the reaction of many bishops, priests, and the pope: • Bishops and priests were to be paid employees of the state instead of the Church • They would also have to swear loyalty to the state • Clergy understood that their first loyalty to God might come in conflict with a sworn oath to the state • The Clergy objected to these shocking changes

  6. Many of these people refused to take the oath • Only 8 people actually took the oath • Publicly the Pope denounced the Civil Constitution of the Clergy

  7. How the French Peasants reacted: • The peasants were starved to they started bread riots • They did not agree with the Civil Constitution of the Clergy
