Electoral Process • Commune election April 2007 saw an increase of elected officials from 1355 to 2660 • Legislative election 27 July 2008: we became 2nd largest Party even though the ruling party remains predominant • District and province election May 2009: for the first time province and district councils are created allow SRP to have 61 at provincial level and 518 at district level

  3. Electoral Process • As summary, SRP has 28 elected parliamentarians and 3239 officials elected at local level who receive salary from the state budget • Ensure survival and responsiveness of SRP • Encourage people participation in both party and state affairs

  4. For the first time in 2010, local officials pay dues • In 2009, dues paid by elected officials at national level represented 65% of SRP total budget • In 2010, National + Local = 76% of SRP total budget • 24% contribution from SRP overseas branches

  5. Financial Decentralization • 2/3 of the locally elected officials’ dues are returned to the provinces and districts to be spent for their own activities without interference from national headquarters

Internal Reform: Half a Success only • Since 2006, all SRP leaders at all levels are elected by grassroots members • Result was mixed because of people’s mindset not yet ready • Empowerment of grassroots members, expansion of membership base, sense of ownership that energized leaders at the local level • Strengthen internal democracy

  7. Internal Reform: Half a Success only • Discontentment when lose election, creation of infighting and clans, vote buying • CPP (ruling party) interference • So in 2010, HQ had to intervene in some cases and appoint province/district leaders

Border Issue is a hit - Sam Rainsy in Exile • Since October 2009, after demarcation post, SRP starts denouncing Vietnam’s border encroachment, it seems that the whole population approves SRP stance • However, the hit become our strong point • Even the ruling party high ranking members privately encourage us • CPP uses judiciary as political tool to sentence him to jail terms • SRP leader personally was prosecuted by the regime

  9. Border Issue is a hit but Sam Rainsy in Exile • We compensate his absence by video conference at province and district levels • Recent expansion of internet service providers makes internet /skype available at a low cost-US$40 per video conference, less than the petrol if Sam Rainsy had to travel by car from Phnom Penh
