A quick recap (1) CLG is committed to reduce administration burdens on authorities as well as overall target numbers • An opportunity to introduce a more efficient approach to collecting and sharing data between local, regional and central government • Achieve Collect Once Use Numerous Times (COUNT principle) • All National Indicator data held in one place (the Hub) and available to download • Data for 181 indicators collated by indicator owning Government Depts – reducing burden on LAs/LSPs • Hub contains historical indicator values where they are available • Hub contains target values for designated and statutory targets (up to 35 +16) entered by the Government Offices

Data to be collected directly from LAs • Only 2 indicators to be input into hub this calendar year: • Step by step guidance on data entry into hub for immediate indicators to be issued • shortly to GO & LSP contacts and will be published via Hub and esdToolkit sites • Other 15 locally collected indicators due after March 09 • Release 2 in December provide web forms for full set of indicators • The most up to date information can be found at: • www.communities.gov.uk/hub

LAA targets update • Target values are currently set to “draft” status in Hub and therefore • not visible to LAs/LSPs • Cleansing exercise on displayformat of targets • GOs will soon set targets to “approved” so they become visible • LAA refresh process starts October 08. Release 2 highlights • Dec 08 ish • LAA Monitoring Report (more details in next slide) • Data download and integration service • to support Audit Commission’s information needs for CAA • Jan 08 ish • Web service enabling direct system-to-system download • LA / LSP web forms for all 17 LA/LSP provided NIs • Data upload tools for CLG to speed up data processing & load • from Government Depts • Feb 09 • Analytical tool – window for GOs and LSPs

LAA Monitoring Report October 2008 • Hub generated report which will enable consistent reporting of LAA outcomes • across the GO & LSP Network • Records progress against LAA Outcomes Framework & includes Risk • Assessment and Direction of Travel • Example of the kind of format • we are working towards

  13. Analytical Tool: February / March 09 • Being developed with GO and • LSP reps. Will source it’s data • from the Hub • Time series data • Comparative analysis – locally, • regionally & nationally • Presented using charts & • graphs – interactive, fluid and • flexible. • Scope to develop further to • include: • sub-regional analysis to support MAA work • comparative analysis between statistical neighbours & NIS groupings GOL Indicator Profiler Tool

  14. Future Developments • Moving to data exchange through web services • Moving to more timely and detailed data • Stimulating local and regional repositories sharing standards for exchange • Developing brilliant local, regional and central analysis windows, including for citizens

Data issues • Frequency of data uploads • Currently reliant on performing bulk data uploads scheduled at monthly intervals • LAs and Audit Commission need to be satisfied that data is of sufficient quality • Solutions: • Continuing negotiations with government departments to develop long term • policies for provision and quality of data • Building a tool that allows manual update of data as it is received from OGDs • Long term plan is that Hub will connect directly to OGDs databases using • automatic XML file transfer protocol
