  2. VALUING PEOPLE NOW WHAT DOES IT SAY?

Better Health • Overall policy objective: all people with learning disabilities get the healthcare and the support they need to live healthy lives. • Key issues for the NHS are: • achieving full inclusion of people with learning disabilities in its mainstream work on reducing health inequalities; and • ensuring high-quality evidence-based specialist health services.

  4. Specialist and mental health services • People with learning disabilities are entitled to the support they require to access mainstream mental health services as set out in the national Service framework • Specialist services will help people with learning disabilities to access health professionals from mainstream health services.

New Horizons • WHAT • New Horizons is a new approach, which aims to: • improve the mental health and well-being of the population • improve the quality and accessibility of services for people with poor mental health • WHY • The national service framework for mental health, which has helped transform services over the last ten years, comes to an end in 2009. New Horizons is our way forward in England.

WHAT IS THE GREEN-LIGHT TOOLKIT? • A service improvement toolkit focusing on mental health services and supports for people with learning disabilities • A self-assessment tool used to ensure the National Service Framework for mental health meets the specific needs of, people with learning disabilities who experience mental health problems • Leading to the development of a local action plan for service improvement.
