  1. Model-based tools to support practical water management?(Some) Lessons learnt from Harmoni-CAIlke Borowski, Prof. Claudia Pahl-Wostl(Harmoni-CA/WP5)

  2. HARMONI-CA Harmonised Modelling Tools for IRBM • European Concerted Action (Oct. 2002-Sept. 2007) • Improve harmonisation of ICT-tools for the WFD implementation. • Establishing a forum for communication • Networking among projects • Exchange between water managers & tool developers • Exchange between monitoring/ modelling

  4. WISE-RTD web-portal www.wise-rtd.info Launch: 22nd March 2007 • brings together expertise from ongoing projects on RBM • elaborates, harmonises and makes expertise available for practitioners

  5. Options for Interaction • to generate a dialogue between scientists and policy makers • 3 conferences, 12 workshops, river basin meetings... ►. on: • Use of tools in participatory RBM • Tools for interaction of CAP & WFD • Using Economic Methods and Models for the Implementation of the WFD: 14/15th June 07, Berlin Interactive, focused workshops for policy makers and model developers!

  6. Guiding Documents & Reviews • Guiding document on Uncertainty Analysis • Economic Methods and Models for the implementation of the WFD • Data availability and accessibility: State of the art on existing data required for modelling for research purposes and for the implementation of theWFD • Decision Support Systems for water resources management: current state and guidelines for tool development • Good practice in joint use of monitoring and modelling • End user involvement in research projects - a phone survey based assessment of 12 research projects • Guiding document on integration of the human dimension in model supported water management • Sensitivity analysis • Calibration • Model-based tools with regard to the interaction of water management and agriculture

  7. Some lessons learnt... • Model-based tools are used in water management, but... • they are in general developed and maintained by consultancies • Transfer from research to management application has been facilitated but there are still some challenges....

  8. 1) Structural Differences

  9. 2) Differences in Attitude

  10. Options for improvement • Earlier interaction of water managers and researchers (e.g. during project development) • More training of model developers on management processes • Model development processes as social learning processes about IRBM • Expanding funding for • after development maintenance and application in (different) basins • proposal development • Linking up different funding programms (e.g. Research, LIFE, InterReg)
