    2. 2 LuftVO § 1 Grundregeln für das Verhalten im Luftverkehr (1) Jeder Teilnehmer am Luftverkehr hat sich so zu verhalten, dass Sicherheit und Ordnung im Luftverkehr gewährleistet sind und kein anderer gefährdet, geschädigt oder mehr als nach den Umständen unvermeidbar behindert oder belästigt wird.

    3. 3 LuftVG § 1 Freiheit des Luftraums (1) Die Benutzung des Luftraums durch Luftfahrzeuge ist frei, soweit sie nicht durch dieses Gesetz und durch die zu seiner Durchführung erlassenen Rechtsvorschriften beschränkt wird.
