  2. FCLB’s CIN-BAD Databank • Started in 1993 • Free access to regulatory agencies • Password protected, on the Internet • Most boards report actions within 30 days

  3. What is CIN-BAD? • Public board actions, voluntary reporting + other government actions (US federal, courts) 12,300 actions involving 6,000 DCs Reports date from 1954 to present Sanctions + restoration of good standing • Current license status of 65,000 DCs

  4. Reporting to CIN-BAD • ALL US boards • Some actions from US territories, Canadian provinces, Australian states CIN-BAD averages more than violations every year. 530

Dr. Mark Hollstrom • 1980 – Indecent exposure in MI • 1982 – MI License SUSPENDED • 1982 – Advertising violation in CO • 1990 – Unprofessional conduct, advertising violation in CO • 1995 – Unprofessional Conduct • 1996 – Unprofessional Conduct (sexual assault of 13 patients including a 14-year-old girl) – COLicense REVOKED

  8. Dr. Mark Hollstrom • 1997 – Practicing w/o license – ooops telemarketed Supreme Court official familiar with his case • 1998 – Order forever bans him from practicing in Colorado • 1999 – Skipped to Pretoria; defaulted on $35,000 in clinic bills; South African authorities deported him to NY

  9. Dr. Mark Hollstrom • 2000 – Extradited to Colorado, 120 days in jail for contempt • 2001 – Sentenced to 4 years in community corrections for 1996 sex assault convictions • 2001 – Rejected by authorities and sent to 3 years in penitentiary • Today: Current location unknown

Chiropractic is exploding worldwide • There are more chiropractic colleges outside the US than in it today World-wide mobility is a given Law-abiding DCs should be able to move quickly without unnecessary barriers • Travel-to-treat with athletic events • Teaching opportunities • Relocate practice

  11. Why have CIN-BAD? We are already importing and exporting each other’s problem DCs The public deserves to be protected The Internet offers regulators an inexpensive platform to share information

  12. What’s the next step? For countries that may not yet have formal regulatory processes… • Join forces through WFC, European Chiropractors Union, others • Post all DCs on CIN-BAD • Move toward having an adjudicated regulatory process
