Institutional decisions • NAP-2008 annual evaluation: sets its aim by the end of this year e-learning platform dedicated staff operational in 2 pilot unitsProtocol of collaboration between the National Administration of Prisons and Babes-Bolyai University, one of the objective :creating and developing e-learning concept e-learning platforms in the entire Romanian penitentiary systemUnits that has been done to implement pilot projects were Penitentiary GHerla and Prison Hospital Dej • During the year expressed their desire to be involved in this project and have been co-opted Prisons Satu-Mare Iasi and Bistrita

  4. 1.Stages to implement platform  -use of open source software (Moodle), which was been adapted to the IT section of the Prison Hospital Dej as Intranet Aplication •  -distribution of newly created application to Gherla Prison and later to the prisons Bistrita, Satu Mare and Iasi-implementation and configuration of networks of users in the five prisons. • 25.11.09 The whole staff of Dej Prison Hospital and Gherla (70%), Bistrita Prison (50%) Satu-Mare Prison (5%) and Iasi Prison (10%) have access to existing e-learning platforms. • -creating a number of 5 common themes and questionnaires that were installed in the e-learning platform of this 5 units-coverage of all the other professional departments in the prison • -development of diverse and varied educational content-specific professional specializations within prison units

  5. 2.Brief presentation of e-learning platform installed and used in pilot units:-In the administration have been loaded and made available to all users resources with the most important laws and laws specific activities Prisons-Courses (with tests and related activities) were grouped into categories according to the specific topic that deals-Option of "news site (forum) allows users to express their views allowing the existence of feed-back-Option "Chat" allows online communication between users of the platform-Calendar application that shows (with colors), the time for activities and events planned at the platform (Global events) course (Course events), group (Group Events) and user (User events)-Online users-list users online and connect time and connection time-Area courses-categories allow quicker access to course-Activity-display recent user activities developed in the course in the current session or previous sessions-Subsequent activities (upcoming events)-displays activities that the deadline for completion on these days

  6. 3.Impact evaluation of using e-learning platform compared to the previous mode of implementation of continuous training of staff. • Using e-learning platforms in practice determines the change of learning paradigm.If until now access to educational content (training issues) is achieved through the traditional classroom, training books, right now access to educational content in corporate e-learning is modular and flexible enough training to remote synchronous communication (chat) or asynchronous (e-mail or forum).This project of the new education system was based on one of the most important factors, equipping all units of ANP with new equipment and modern, computers and communications.

  7. 3.Impact evaluation of using e-learning platform compared to the previous mode of implementation of continuous training of staff • Modern technologies offer several opportunities to evaluate performance and learning aimed at improving assessment practices or effective for users. Advantages of using the computer and the Internet (Intranet site) include low administrative costs, increased adaptation to individual characteristics of employees and less time spent in the training group leaders in test administration and analysis of results, ensuring the allocation necessary to prepare qualitative course content modules. Users are assessed through a written test, which it solves using a computer .After finishing the test send options via the intranet, to a server that takes data, automatically calculates the result and store the results that can be accessed at any time by the assessor or the user

  8. 3.Impact evaluation of using e-learning platform compared to the previous mode of implementation of continuous training of staff • .Roles and responsibilities moving trainers and motivational support to the theory, the management of social relations in online learning environment, by creating an effective virtual teams.Realizing the potential of virtual learning platforms, evaluators are forced to assume new roles, similar to a modern state, slightly different from that of mainstream education environment.Are needed not only as a series of new skills in computer use but also environmental knowledge and values of his work online for training.

Penitentiary Hospital Dej-Access to e-learning application is provided by all stations connected to the network, in all sectors.-Each employee of the unit has a user account in the application, amounting to a total of 144 accounts.-Course modules are grouped into sectors, 7 categories of course, as each user accesses the courses and tests in the areas where they operate.-Courses common to all users and courses e.g. initiating the use of computers, ECDL modules

So far 31 courses are available for staff materials, with tests in all fields.-Each user accesses the platform on average at least 15 times in one month for training, being a good informative material support, a user accessing it daily to consult these materials.-At the end of every month administrator will centralizes application data:-who access the application-as many times-on which computer --while the remaining log-on application.-What documents were studied.-score obtained from survey

  11. 3.2.Gherla Prison In the Prison Gherla training system was implemented in the security sector, and at its next period will be extended to the entire prison . From the beginning he felt the lack of computers, which often have been inventoried and redistributed, were still purchased a total of 11 computers, their total number reaching 25 units, the number one platform providing functionality within the sector operational but not at an optimal level.The diversity of missions undertaken by prison Gherla number of holding sections, the number of control stations, the body guard and guard the perimeter of the place of detention, both at the Department Gherla and Cluj Napoca, requiring a substantial investment of material resources, energy and time.

Bistrita PrisonImplementation of e-learning platform in Bistrita Penitentiary was completed.At the annual testing of staff of the platform was presented in detail,to all the personnel by the Governor with support of IT department (for technical details).Were presented including the advantages of using this platform that allows the educational process as an activity to take place depending on the needs and possibilities without restrictions or taxation personnel data, hours coprezenta.By the end of 2009 platform will be tested by the entire staff.

  13. 3.4 Satu-Mare Prison The final installation and configuration of e-learning Moodle, to be posted on all computers in the unit, each civil servant to be able to access following the e-learning system of the pen. Satu Mare.Users were created to test the system and its operating mode, namely how to create and introduce courses (in Word, Power Point, etc..).Structure was set up training plan continued through the system in that its structured training on specific themes of employment.To start the new school year, 15/01/2010 is to be created user accounts for all staff

  14. Observation • e-learning can be replicated with success also in other prison institutions.Pros:-existence of 5,000 stations in the prison system (basically a ratio of 1:3)-can relatively easy to set up a network of each unit- ability to achieve quality educational content to its staff

Opportunities for further development of this application Another opportunity for developing besides making e-learning portals of each unit is to achieve an e-learning portal 'the NAP E-learning "that can successfully replace activating call for gender training certain niche specialties in the National Penitentiary Administration (psychologists, social workers, computer scientists, lawyer, emergency management, accounting, etc.).This portal can be installed on the server and each area of training the NAP will be administrator of this process
