Implementation of the 2008 SNA and ECCAS Contributions in Central Africa

Status of production of national accounts in Central Africa In Central Africa, the main problems explaining the delay in the publication of national accounts sometimes are the following: • Lack of national experts or their mobility; • Delays (or lack of financial resources) in the organization of structural surveys (informal, household consumption, housing and habitat, etc); • Delays in updating the data base and statistics of SUT; • Difficulties in centralizing the statistic information and ensure its control and quality; • Lack of coordination of technical assistance of partners, etc.; • Lack of real planning of activities on time and regarding the economic challenges.

Some priority actions • Develop an action plan by taking into account the specificities of each institute and the challenges to be met for implementing of 2008 SNA • Put in place and make national committees functional (NSO, Central Bank, concerned specialized agencies) • Make arrangements (on national level) in order to overcome the delays in the publication of national accounts • Put in place (on regional and continental level) a South-South cooperation mechanism to exchange experiences and to strengthen capacity of countries that are lagging behind • Prepare the implementation of the 2008 SNA through: • Technical assistance (Regional Advisor) for the countries in the region • Classification harmonization • Develop methodological guides on data sources and on other processes for updating the accounts • Conduct major surveys • Put in place a continuous training program on national accounts to renew the staff of NSOs • Put in place a regional committee of monitoring

WHAT IS THE CONTRIBUTION OF ECCAS? • Develop a regional statistical development strategy (RSDS) with a particular focus on the implementation of 2008 SNA in the countries of the community: • Evaluate the capacities of statistical systems and fix the strategic orientations for the production of statistics for the purpose of national accounts • Fix the objectives concerning the coverage and degree of national accounts • Integrate the Action plan for the implementation of the 2008 SNA on sub-regional level Expected: • Recruitment of two consultants (on-going) • Workshop for validation of the regional strategy in July 2014 • Implementation of Regional Committee for monitoring the 2008 SNA • Meeting of Directors of NSO scheduled from 5 to 9 May 2014 • Put in place working groups for the harmonization of economics statistics (trade, national accounts, agriculture and industry) Meetings of working groups scheduled in July (trade) and November 2014 (economics accounts and modeling)

WHAT IS THE CONTRIBUTION OF ECCAS? • Mobilization of policy makers (according to the provisions of ECCAS Statute on Statistics) for the implementation program of the 2008 SNA • Mobilization of regional partners (EU/RIP, ACBF, AfDB, Afritac, UNDP) for the funding of RSDS • Project proposals for technical assistance or training of staff in statistical institutions For this ECCAS will recruit a Consultant to help countries and to set up the regional projects • Provide the Regional Advisor with working place and means for technical assistance for countries in the region • Contribution to the development of regional approaches and support to the organization of regional seminars • Classifications • Methodological approaches of basic surveys (price, informal sector, consumption, habitat and housing) • Organizing training workshops (twinning approach) on methodological approaches to evaluate the production of main aggregates modified in 2008 SNA (IMFIS, GFCF, life insurance, etc.) • Put in place a framework (electronic and paper-based support) for the dissemination and for a better exploitation of economic accounts of the countries in the region
