Introduction to Data and Application Solutions • Our Data and Application Solutions framework was successfully awarded on 25th January • It has been live for customers since Friday 22nd February 2019 • All relevant documentation is available on the webpage • https://ccs-agreements.cabinetoffice.gov.uk/contracts/rm3821 • First technology related Framework from CCS that implements the Public Sector Contract 5

Introduction to Data and Application Solutions • The Data and Application Solutions framework is the route to market for customers purchasing a holistic software led solution • Direct award catalogue for existing software covering licensing, additional module requirements and maintenance support renewals across all lots • Further competitions can be run against all lots covering any new or renewal requirements • It is the replacement for Corporate Software Solutions (RM1042), Local Authorities Software Applications (RM1059) and Information Management Systems (RM1500) 6

What Does Data and Application Solutions Cover? • DAS consists of 80 suppliers across 14 Lots • Supports business critical horizontal back office systems and data needs • Delivers fully supported solutions for cloud, on premise or hybrid systems • Provides coverage across sector-specific requirements • Support and maintenance options to help extend a product’s lifecycle • Customer call off contracts can be up to 7 years 7

Core Services Available Across All Lots • Software Licences • Provide a catalogue of prices for standard systems and commonly used modules • Application-related consultancy services • Provide services to design, install, integrate and commission any system sold under this Framework • Software support and maintenance • Provide support and maintenance of supplier systems • Additional hardware required to support the software can be included 15

Core Services Available Across All Lots The support and maintenance services as a minimum include • Service Desk • The role of the service desk is to take ownership of all calls made to it, and to ensure that the Buyers are provided with incident resolutions • Maintenance • The provision of maintenance services for software applications within the scope of the Lot (inclusive of any customisation) • User Support • User documentation; operational support; resolution service levels; incident management 16

Supplementary Services Available Across All Lots These services are available as additions to the previous core offerings • Hosting • Hosting of solution; testing and live access environments; proactive monitoring • Data Handling and Validation • Secure transfer of data extracts; continuous improvement of data quality; building, hosting and maintaining of analysis databases • Solution Review Process • Single point of contact on all matters relating to the implemented solution; regular solution performance review meetings; associated reports to monitor supplier performance 17

Route to Market • Two routes to market • Further competition via the release of an ITT • Direct award using our Government eMarketplace for new modules, license and maintenance renewals for existing software only Cross lot competitions are a compliant route to market. In order to host a compliant cross-lot competition all invited suppliers must appear on all lots included in your ITT Direct award call offs can only be completed where the requirement is intrinsically related to an existing system operated by you Call off length can be up to 5 years with an optional extension of up to 2 years 18

Route to Market - Government eMarketplace • Direct award via the Government eMarketplace exists for new modules, license and/or maintenance renewals for software only • Your call offs can only be completed where the requirement is intrinsically related to an existing system. Additional hardware cannot be included • All direct award offerings must be available on our Government eMarketplace • You must complete and sign the Framework Schedule 6: Order Form Template to finalise any order. • No schedules highlighted in yellow can be used. • Scottish customers are permitted to implement Schedule 19 19

Route to Market - Government eMarketplace • Suppliers are not mandated to upload any products to the eMarketplace • All products uploaded follow the same naming convention • DD/MM/YY Lxx product name • All products uploaded by suppliers must be available to all customers and remain on the eMarketplace for a minimum of 30 calendar days • All pricing must be shown on the item description. Price on request/application is not permitted • We are completing frequent checks to ensure supplier products are in scope and remain within the framework guidelines 20

Route to Market - Further Competitions • Framework Schedule 6 is the key document and must be included in any ITT sent to suppliers • With further competitions you have the ability to add in any of the optional Call Off Schedules • You can also amend the terms by including special terms on the order form • A list of all approved key subcontractors is available on the webpage 21

  22. Public Sector Contract - Composition The Public Sector Contract will be included in the majority of new framework contracts released by CCS. It’s a composite product consisting of the following elements; • Core Terms – CCS’ standard commercial terms applicable at both the framework and call-off contract level • Framework schedules – applicable at the framework contract level and managed by CCS • Joint schedules – applicable at both framework and call-off contract levels • Call-off schedules – applicable only to customer call-off contracts resulting from the framework • Framework award form 22

Q&A Can you please overview the differences between DAS vs G-Cloud. • Main differences surround the terms used, the length of contract and the product offering • Both offer OJEU compliant routes to market and in some cases may involve the same suppliers We are looking to be able to manage support relating to key legacy software systems where we hold perpetual licences. • This can be covered either via the direct award route or by completing a further competition 23

Q&A How I can use direct award to renew software support and how to use the e-marketplace to do this? • All products available as direct award are on the government eMarketplace, however please note that your use of direct award must be intrinsically linked to software already in place I’m struggling to locate the framework service description for all suppliers on the Government eMarketplace. If you can provide some further guidance that would be helpful. • Its not mandated that the suppliers upload service offerings on the eMarketplace. We would recommend that you follow public procurement regulation surrounding the approach to be taken when contacting suppliers about their use of the direct award route to market 24

Q&A Can we specify multiple lots when running a competition on the framework • It is possible to create cross lot competitions, however the only suppliers that could bid are those that appear on all Lots included, so in the example you gave, were you to create a cross lot on Lots 2b and 1a, some suppliers will not appear as they are not on both Lots in the competition. 25

Q&A Our incumbent supplier for licensing is not listed within the relevant lot for licensing nor is another supplier who has various contracts with us, how would I perform a mini-comp with the relevant lot and avoid extortionate implementation/migration costs? • We know that not all suppliers were successful on Lots listed within their bids, where these instances occur it will not be possible to complete a competition whereby all identified suppliers are prime suppliers, however all suppliers retain the ability to be a key subcontractor for a prime supplier listed on the lot and offer their services via that route. 26
