  2. INNOVATION GAP IS TRANSLATING INTO AN INCOME GAP Innovation is coming up with our own, new ideas and products will lessen the gap. Thailand Indonesia Philippines Vietnam the real problem is that we need to do this ourselves, no one will do it for us!

  7. QUESTIONS ASKED BY LEGISLATORS Whatare the top5-10 scientific insights, technologies, and systems that the world has that will address these problems, and how will you bring them into the country in 3-5 years? Can't the new technologies developed abroad be brought into the country faster? SEN. EDGARDO J. ANGARA Question to Sec. Mario Montejo during DOST Budget Hearing (Nov. 2010)

  8. PHILIPPINE S&T STRATEGY Moving from linear to non-linear model of innovation The Linear Model Basic Research Applied Research Development Commercialization One cycle will take 5 to 10 years New unanticipated applications, uses and opportunities Non-Linear Model Basic Research Commercialization Applied Research No more cycle : Innovation can happen anywhere, anytime and as fast as anything Development

  9. PHILIPPINE S&T STRATEGY • Multi-year National Strategic S&T Initiatives that are coupled with Economic Development Plan. • Disaster Science / Disaster Preparedness • Remote Sensing and Logistics Management for Agriculture • Health Systems for Remote Areas / Digital Medical Records • Biotechnology for Food Security and Health • Renewable Energy. Efficiency, Green Transport for Resilience Communities • New Institutions – RERDI and IRDI for collaboration locally and internationally under Strategic Alliances to leverage their R&D budgets (>100x) into our S&T Initiatives. • Promote S&T Collaboration under FDI for Tech transfer, technician training and job creation in new industries (1000x) • World Class R&D in Universities strongly couples to Industry and nation’s critical needs. World class collaboration in basic and applied research. (100x) How will we improve our Global Competitiveness in S&T ? Green Transport Genetic Engineering Lab on a Chip Solar Systems

  10. PHILIPPINE S&T STRATEGY COLLABORATION IS THE KEY TO COMPETING GLOBALLY Int’l Collaboration means > 100x Leverage of our S&T BudgetsCurrently <0.2 % of GDP vs. 10 % of GDP of US To jumpstart international collaboration, Congress allocated PhP 100M for 2011 Scholarships will be directed to courses related with the S&T priorities.

Total Investment of $1B • What is the Philippine S&T plan for this FDI? Are they capable of meeting their sustainability goals? • Will there be technology transfer? Technician training? What is the Plan? • How will local suppliers of materials / engineering participate in project? • More jobs for electronics engineers in green technologies Belgium-based developer ENTITY has sought government approval of 15 applications for renewable energy services contracts for solar power projects. ENFINITY through its local subsidiary plan to put up two 50 MW plants and five others with combined capacity of 10 MW in Cebu, Surigao del Norte, Libjo, Casiguran, Aurora, Burdeos, Quezon and Romblon.
