  3. The Mentor-Protégé Program • Background • Established in 1991 by P. L. 101-510 as a Pilot Program to increase small business participation in contracting. • The DoD Mentor-Protégé Program is the pre-eminent program within the Federal government for the transformation of a small business firm with high potential to a firm of substance, that is, one able to perform well as a prime contractor and/or a subcontractor.

  4. The Mentor-Protégé Program • Purpose • To increase the Army’s industrial supplier base by encouraging major DoD prime contractors to assist SDB’s and other qualified protégés in developing their technology and businesses.

The Mentor-Protégé Program • Mentor-Protégé Programs are sponsored by DoD and SBA • Policies and procedures differ between agencies • Research the M-P agreements for each agency • DA does not approve J-Vs, therefore the rules of affiliation apply to determine size • SBA has authority to approve JVs under its 8(a) M-P Program

  6. The Mentor-Protégé Program • Who qualifies to participate? • As Protégé; • Qualified SDBs • Women-owned SB • Indian-owned • Native Hawaiian Organization-owned small businesses • HUBZones • SDVOSBs and • Organizations employing severely disabled or handicapped individuals

The Mentor-Protégé Program • Who qualifies to participate? • As Mentor • Must have at least 1 active DoD subcontracting plan • Be eligible for award of Federal contracts • May be an 8(a) graduate • Committed to small business and protégé • Can mentor more than one protégé under separate agreements

  10. Small Business Development Centers • SBDCs • Created in 1980 to grow businesses throughout the US • Partner with SBA to assist businesses • Provide consulting and educational services to entrepreneurs • Established several programs to help start up businesses

  12. Procurement Technical Assistance Program • Currently 93 PTACs nationwide with over 250 local offices • Form a national network of centers to support and extend the Defense Logistic Agency’s mission as well as other Government agencies • Most services provided free of charge
