Introduction • Brief overview • The process of improving and refining the financial data on consolidated general government continues this year by including all national entities • In many instances entities are the actual service providers and it is important to understand the impact of such services on the community • Our focus is on entities predominantly funded via the National Revenue Fund allocations (general government)

Content of submission • Completed format (detail, capital, ODA) • Text • A section indicating the key mandate, goals and key priorities for the coming MTEF period • A section highlighting the key outputs, service delivery indicators and outcomes. . • A section on infrastructure delivery • A section that discusses the financial data that is being presented for the entity.

  5. Amendments to the format • The file has been formatted such that only rows applicable for completion by each entity are open, e.g. SSF, SETAs, etc. • “Detail” sheet shortened by removing the detail of the goods and services

  6. Amendments to the format • The breakdown of transactions in capital assets has been moved out of the detail sheet • Summary sheet now called publication sheet

Amendments to the format • Three additional sheets • “Transactions in capital assets” sheet (breakdown removed from detail, to be completed separately) • “Official Development Assistance” sheet (official development assistance funding defined by IDC as “official resource flows from the international donor community to SA in the form of grants, technical cooperation and financial cooperation where the SA govt is held partially responsible or accountable for management of such resources”)

  8. Amendments to the format • “Information” sheet (with contact details for both input queries and technical assistance, as well as entity specific information)

Additional Information • Electronic versions of all presentations and other additional information will be posted on our website: www.treasury.gov.za/publications/guidelines • Entities are advised to use the same CPIX, FOREX and Salary increase projects for the MTEF as those indicated in the departmental allocation letters • Entities are requested to update contact details of their dedicated person who should be the liaison person for National Treasury.
