  2. Agenda Information Communication Technology Web 1.0 Web 2.0 Although regulatory information is important, it is rather fragmented due to the internationalized nature of maritime operations as well as because it involves various private and public sector standardization agencies. The questions and answers shaping regulations in maritime transport 1 Foundations of quality and safety cost models 2 Necessity of managing regulatory information 3 4 7 Review of relevant information services A rationale for developing an information service 5 MASSEP 2013 conference, Athens Kostagiolas

  3. The plethora of regulations for quality, safety and security in maritime transport Who knows what is right for investing on specific regulations? Who considers regulatory choices in the context of international maritime transport? Who accepts personal responsibility for decisions that influence quality and safety? MASSEP 2013 conference, Athens Kostagiolas

  6. Agreement and certainty in decision making for regulations implementation Information reduces uncertainty and enhances agreement for decision-making between different actors in maritime transport industry Life is uncertain … so is the sea transportation since the beginning of human history…

  7. Information and knowledge management initiatives for rules and regulations Transport Research Knowledge Centre, TRKC European Seaports Organization (ESPO) Information Services European Marine Casualty Information Platform (EMCIP) “THETIS” Services “EQUASIS” Services World Ports database IMO "MaritimeKnowledgeCentre" MASSEP 2013 conference, Athens Kostagiolas

  8. A rationale for integrating regulatory perspectives • Access to databases: e.g. scholarly communication and open access resources, e-journals, etc. • Access to specific material: e.g. printed collection, loans, etc. • Reference / consultation services: e.g. reference documents, assistance with database searches etc. • Training & education: e.g. classes, curriculum liaison etc. • Current awareness services: e.g. WEB 2.0 services, alerts etc. • Support services: e.g. internet access, access to computers etc. The appreciation of information services’ potential may further aim at suggesting meaningful usages of novel technologies including web 2.0 based services

  9. Conclusions Maritime transport includes a vast number of regulations, codes, standards etc. The cost of quality and safety is an important issue to be examined when decisions are made Quality and safety management is dynamically linked with information This paper did not intend to address in depth all the above issues. However, a number of considerations have been made towards the development of specific information services for maritime transport services. MASSEP 2013 conference, Athens Kostagiolas
