Grant Landscape • Of the 50 states and District of Columbia, Nevada ranks 51st in federal grant spending per capita. • In 2010, the national per capita spending in the grant category was $2,187, while Nevada saw $1,321. • Grants account for 19 percent of per capita federal spending in Nevada. • Medicaid represents 27 percent of the grant category total. • Top funding federal agencies: Health & Human Services, Transportation, Education, Energy, Housing & Urban Development Nevada Office of Grant Procurement, Coordination & Management

Addressing the Issue • In 2011, Nevada’s Legislators unanimously passed Senate Bill 233 establishing the Office of Grant Procurement, Coordination and Management. • The bill effectively combined: • 4 concurrent bills • recommendations of the Nevada Spending and Government Efficiency Commission established by the governor Nevada Office of Grant Procurement, Coordination & Management

Advantageous Structure • Housed within the Department of Administration’s Budget Office, the Grant Office has access to an array of internal resources. • The Department of Administration is uniquely positioned with two cabinet-level reports—Director of Administration and the state’s Chief Information Officer. • The Chief of Grant Management is appointed by the Director of Administration and has two staff. Functional Objectives Procurement Management Coordination • Aid agencies in identifying and applying for grants • Key clients are Department of Health & Human Services, Office of Energy, and Economic Development • Track all agency applications and awards • Report to Legislature biennially • Nevada Single Point of Contact • Ensure agencies do not duplicate efforts • Facilitate public/private collaboration Nevada Office of Grant Procurement, Coordination & Management

  7. 6-Month Progress Report • Conducted Nevada Grant Capacity Survey • Completed benchmark study assessing Nevada’s federal grant landscape to comparable Western states • Aided state agencies in applying for a collective $4.26 million in new federal grants Nevada Office of Grant Procurement, Coordination & Management

  8. Moving Forward • Complete 3-year strategic plan (April) • Design framework and content to create a presence on the Department of Administration’s new website • Prepare Grant Office’s performance-based budget for fiscal years 2014 and 2015 (May-September) • Identify initiatives requiring Bill Draft Requests • Prepare 1st report to Legislature (December) Nevada Office of Grant Procurement, Coordination & Management
