  2. Presentation Outline Engineering builds the foundation for a better future The Problem The Solution Implementation Some of the Challenges Questions / Comments

  3. The Problem Statement Engineering builds the foundation for a better future The world is changing faster than ever before Engineers need to adapt to a different world The complex challenges facing 21st century society will require professional engineers to advance their technical excellence and professional leadership in order to continue to protect the public and improve its quality of life.

  4. Entrusted by societyto create a sustainable world andenhance the global quality of life, civil engineersserve competently, collaboratively, and ethically as:

  5. Master Builders • Master planners, designers, constructors, and operators of society’s economic and social engine—the built environment

  6. Stewards of the Environment • Stewards of the natural environment and its resources

  7. Innovators • Innovators and integrators of ideas and technology across the public, private, and academic sectors

  8. Managers of Risk • Managers of risk and uncertainty caused by natural events, accidents, and other threats

  9. Leaders in Public Policy • Leaders in discussions and decisions shaping public environmental and infrastructure policy.

  10. Engineering builds the foundation for a better future “Our greatest obligation to our [future engineering professionals] is to prepare them to understand and to deal effectively with the world in which they will live and not with the world we have known or the world we would prefer to have.” - Grayson Kirk (1903-1997), Educator

  11. Will engineers be preparedfor this future? Engineering builds the foundation for a better future

  14. National Academy of Engineering Engineering builds the foundation for a better future “It is evident that the exploding body of science and engineering knowledge cannot be accommodated within the context of the traditional four-year baccalaureate degree.”

  15. The Corollary Statement Engineering builds the foundation for a better future The complex challenges facing 21st century society will require professional engineers to advance their technical excellence and professional leadership in order to continue to protect the public and improve its quality of life. The engineering education of the present—a four-year undergraduate degree—will not be sufficient to prepare licensed professional engineers for those future responsibilities.

  16. ASCE Agrees(Policy 465 -- 1998, 2001, 2004, 2007, 2010) Engineering builds the foundation for a better future The American Society of Civil Engineers supports theattainment of a Body of Knowledgefor entry into the practice of civil engineeringat a professional level.

  17. The Solution Engineering builds the foundation for a better future A broader &more in-depthengineering educationis key (coupled with improvedon-the-job experiential learning)

  18. The Solution B+ (M or30)& E 18 Engineering builds the foundation for a better future A baccalaureate degree in engineering A master’s degree (or no less than 30 graduate / upper level technical / professional practice credits, or the equivalent, with at least 50% being engineering)   Appropriate experience Examinations (FE / PE)

  19. Raise the Bar Video Engineering builds the foundation for a better future

  20. Engineering builds the foundation for a better future 74% of ASCE members see the need for more education beyondthe B.S. 92% of Civil Dept. Chairs support the need for requiring more education beyond the B.S.

  21. Implementation Engineering builds the foundation for a better future • Established an ASCE Policy and a Strategy. • Developed a CE Body of Knowledge. • Based on the BOK, changed accreditation criteria for university CE programs. • Influenced NCEES to amend Model Law/Rules. • A model for states to require additional education for licensure starting in 2020 • Developed draft guidelines for experience required in advance of CE licensure. • Planned for long-term management of change

  22. Implementation – next steps Engineering builds the foundation for a better future • Influence key stakeholders to understand and commit to the changes necessary to implement the Raise the Bar initiative. • Created messaging and tools for advocating change

  25. Implementation – next steps Engineering builds the foundation for a better future • Influence key stakeholders to understand and commit to the changes necessary to implement the Raise the Bar initiative. • Created messaging and tools for advocating change • Enact changes to state licensing laws to reflect the NCEES Model Law • Working with champions in various states • Training advocates and champions

  26. The Challenges Engineering builds the foundation for a better future • Many of the other professional societies do not support Raise the Bar • ASME • ASHRAE • ACEC • Engineering Deans generally do not support Raise the Bar

  27. The bottom line We need to raise the bar Engineering builds the foundation for a better future In order to ─ Achieve Vision 2025 and enhance the engineering profession… Meet society’s challenges of tomorrow… Become entrusted leaders … Build the foundation for a better future...

  28. Engineering builds the foundation for a better future Questions / Comments

  29. What can be achieved? Engineering builds the foundation for a better future • Raising the bar for civil engineering will: • Build leaders to influence infrastructure renewal • Create a higher-level & recognizedprofessional • Help CEs manage & communicate the risks involved in society's infrastructure choices • Provide breadth for leadershipin sustainability • Prepare CEs as leaders • Attract more great, innovative future leaders into the profession

  30. The Change Management Problem The BOK has experienced near-continuous change since 2003. In a dynamic world, we should expect continuous change in any professional BOK. Accreditation Criteria should be consistent with BOK outcomes. Frequent or unsynchronized changes to BOK and Accreditation Criteria can be disruptive.

  31. The Change Management Plan • Implement BOK updates and revisions to CE Program Criteria on a regular, predictable schedule. • Use a fixed 8-year cycle: • (CHANGE CYCLE) > (6 YR ACCREDITATION CYCLE) • Different programs implement new Criteria • Continue to recognize inherent differences between BOK and Accreditation Criteria: • BOK – ambitious, comprehensive, future-oriented • Criteria – minimum standard, narrower in scope, applicable now, reasonably attainable

  32. Implications Initiate CE Program Criteria development process in late 2012. No new CE Program Criteria before 2016. May be influenced by ongoing deliberations on Criterion 3 (General Criteria) No major changes to BOK before 2018.
