Introduction • 2007 Census activities started in 2004 by drafting the Census Global Plan (Budget: 35.4 mio USD) • Census Cartography started in 2005 • Strong support/ assistance: UNFPA and USBuCen • Enumeration: 1-15 of August (50000 enumerators; 17000 supervisors; 50000 guiders) • PES: 16-30 of September (Omission Tax: +/-3%) • Census preliminary data: 18/11 (20.5 mio inhabit) • Validation & Coding started in November 2007 • Data entry will start by March, 2008 • National data will be released by November 2009 Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Mozambique´s NSS • NSS and NSO (INE) created in 1996 • Centralized NSS • INE is the NSS executing agency and coordinates the entire NSS • Census Law & Stat Act empowers INE to carry out Census & Surveys in all country • The previous Census was conducted in 1997 (2007 Census is the 3rd after Mozambique´s National Independence) Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Mozambique´s Census –organization Census Coordination Council • Chair: Prime Minister • Deputies: Minister of Plan & Development (1st) and Minister of Finance (2nd) • Members: 9 ministers, PINE & VPINE-D • Setup by Cabinet Resolution • 2 years before the Census Day starts working & holding regular meetings • Major tasks: approve & monitor the Census Work Plan; Census Objectives & Budget Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Mozambique´s Census –organization – INE/Census Bureau • Chair: PINE; Deputy: VPINED Sworn in by HE Prime Minister Members: 178 professionals from: INE, Housing & Public Work; Planning & Development; Finance; Education; Police; Defence; State Administration; Agriculture, and E. Mondlane University • Organization: 7 Tech. Commissions • Major tasks: to undertake the Census Process and prepare the all Census doc for the CCC Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

  7. Mozambique´s Census –organization – provinces & districts • Provinces(11) – Census Provincial Council chaired by the Provincial Governor. Comprising of 10 Prov. Directors & INE Provincial Head (“political” supervision & guidance) • INE Prov Branches – Provincial Census Bureau (exective body of Census Provincial Branch) Chair:INE Provincial Head Members: 11 from: INE, Housing & Public Works; Finance; Education; Police; State Administration; and Agriculture Major tasks: to carry out the Census Process at Provincial level and supervise the levels below • District level: (148) Census District Bureau headed by the District Governor. Comprising of 5 members – Education, Agriculture, Finance, Police, and Accountant Major tasks: to undertake the Census Process at District level and supervise the levels below Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Interaction with the politicians & public during the Census process • At Central Government: Cabinet defined the Census Day (1/8/2007); Census 2007 is part of: NSS Strategic Plan; National Development Plan, PRSP & National Budget CENSUS 2007 WAS DEFINED AS A NATIONAL PRIORITY Presidential Appeal & Thanks after enumeration phase Members of the Cabinet were deployed at provincial level for almost 2 weeks to accomplish TOR endorsed by the Cabinet. Short training on Census issues was given to them. Prime Minister spent a week in the countrury´s most complex province Meetings were held by INE & member of Cabinet with: Youth; Churches; NGOs; Trade Unions; Political Parties; etc... (Census publicity and promotion activities...) School calendar was adjusted to allow teachers & students to be hired as Census personnel & premises used for train/accom Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Interaction with the politicians & public during the Census process • At Provincial level: Provincial Governors went to their districts during Census enumeration (supervision & monitor the process) Provincial Directors were deployed at district level during the entire Census process Quasi chiefs involvement in the Census publicity (pears to pears communication strategy) and assisting the enumerators as guiders and making sure no hhold was left out by the enumerators Political parties, churches, etc... joined the Census Publicity campaign (rallies, spots, mass,etc...) Public accountability • Involvement of Census major stakeholders from begining • (2007) regular meetings with Coop Partners and Media (estimates on hhold enumerated, problems encountered, financial & logistical issues, etc...) • During the enumeration, daily coverage of the Census activities by Media (at national & province level) • Cabinet was weekly informed about the process • Trust & confidence between INE staff & hholds by the guiders and INE´s past record – sucessful 97 Census; HBS 97+2002; Ag Census 2000; Business Census, etc... • Clear leadership & management at political & implementation level of the Census Participar no Censo 2007 é Contribuir para o Desenvolvimento do País

Final Remarks • Strong commitement from the political leaders, decision makers & major stakeholders – PHC was defined a NATIONAL PRIORITY • Decentralized organization was addopted with INE playing a central & crucial technical and managerial role • Non political interference in the Census activities • Permanent interaction with the public via Media • Permanent interaction with the major stakeholders • Trust & confidence between INE staff & hhold (INE´s past record) • Clear leadership & management at political & implementation level of the Census • High profile given to Official Statistics in the Country Participar no Censo 2007 é Contribuir para o Desenvolvimento do País
