  1. Local Improvement Plan Reports Welcome to the Virginia Department of Education (VDOE) Local Improvement Plan (LIP) Reporting site. LIP’s are efforts by school divisions and state operated programs to improve outcomes for students with disabilities with the help of funding from VDOE. This site provides teachers, administrators, and parents with a searchable database of LIP reports from around the state. These reports provide opportunities to learn about successful strategies, share information, develop contacts, and build statewide communities of practice for all those concerned with the quality of education for students with disabilities. Print E-Mail Download Communication/Language-Learning Disabilities - Nottoway 2003-2004 During the implementation period for this grant, staff members reviewed the language skills of all incoming LD/OHI students. Baseline testing indicated that 36% of LD/OHI students were below grade level in English. Based on this baseline evaluation staff identified 23-deficit skill sets across 11 disability profile models. After cross-referencing deficit skills sets (DSSs), disability profile models (DPMs), and available educational enhancement products, staff identified four educational enhancement products addressing at least 93% of the DSSs and 87.5% of the DPMs. After multi-stakeholder advisory groups of the LIP reviewed findings, the LEA Superintendent purchased the Series 7 English Model curriculum from Knowledge Integrators Inc . Upon completion of the 17-hour training program, staff implemented the Series 7 model curriculum. Results included a 26% increase in graduation rates among LD students and a 19% increase in graduation rates among students with other disabilities. A secondary benefit observed over the course of the program was a 46% in year-on-year teacher retention rates. Though exogenous variables at first led to a slight decrease in parent involvement in the second phase of the program, parent involvement and parent satisfaction reported in the Parent Satisfaction Survey Instrument more than doubled over pre-grant levels.
