Why Backyard Burning Concerns Us

  • Outdoor burning of household waste at one-and two-family homes still occurs in California

  • Introduction of toxic air pollutants into environment and food chain


Health impacts

Backyard garbage burning produces:

  • Toxic Air Contaminants

    • cancer

    • neurological damage

    • respiratory, skin, eye irritation

    • compromised immune system

  • Fine Particulate Matter

    • respiratory problems

    • cardiac problems


Exposure issues
Exposure Issues

  • Impacts are far-reaching

    • Household and community exposure

    • Increased potential cancer risk

    • Children especially vulnerable

  • Regulation minimizes risk

    • Prohibitions in population centers

    • Exemptions only in sparsely-populated areas

    • Reduced exposure to dioxins

Outdoor Residential Waste Burning ATCM

  • Prohibitions

    • Burn only vegetation

    • Ban burn barrels and incinerators

  • Performance Standards

    • Burn only on permissive burn days

    • Use APCO-approved ignition device

  • Temporary Exemptions - limited to rural areas

    • Paper and cardboard burning allowed

    • Burn barrels and incinerators may be allowed

  • Implementation Timeline

    • Public outreach and education

    • Prohibitions begin January 1, 2004

    • < 3 people per square mile

    • Barrel ; paper & cardboard

  • Discretionary exemption

    • 3 - 10 people per square mile

    • Air district requested by 8/1/03

    • Fire district must require barrel

  • Prohibited areas

    • > 10 people per square mile

    • Incorporated city or town
