Best practice of green growth: the case of Estonia Lessons learnt: an enabling trade environment 1. • Regulatory framework: • The liberal commercial legislation attracts FDI. • Foreign investment law in ‘91 permits establishment of enterprises with foreign participation without limit. • Similar investor protection, more transparency in public administration above OECD standards. • 2.
