3. Why a conference initiated by HHA? The HHA Action Framework specifically points to the need to: • Mobilize MOF for MDG-focused budgeting/MTEF, leveraging domestic resources, mobilizing predictable long time donor aid for national plans, analyzing and expanding fiscal space for health MDGs • Strengthen human resources for heath by ensuring long term budget allocations for salaries and incentives • Advocate and providing policy guidance with finance ministers, health ministers, heads of state, AU, etc HHAA N e w W a y o f W o r k i n g T o g e t h e r

What is the theme, the Objectives Theme: Accelerating Progress to HealthMDGs Possible Objectives - Consensus among participants on: • The rationale for and capacities needed to for Ministries of Finance and health to exercise strong political leadership for aligning strategies for health related MDG progress – driven in part by the investment case. • Effective strategies that can strengthen the processes aimed at health planning and budgeting, built into country-level plans. • Renewed commitment : more money for health and health for the money.
