  3. AGENDA • Introduction to the Meeting (5 mins); • Planning on the coast - What are Shoreline Management Plans? (5 mins); • The significance of SMP2 to the Severn Estuary? (5 mins); • Communication and Engagement : Who is involved and the role of a Key Stakeholder (15 mins) • Break out session – what we now want from the KSF • The break out sessions will enable attendees to spend the remaining the remaining time (circa 2.5hrs) to visit the “geographic stations” and provide focused input on their preferred area. • Attendees can stay as long as needed.   4. Penarth Weathering and erosion of the cliff faces both north and south of Penarth is of great concern due to the threat to residential properties. Risk of flooding to commercial properties and infrastructure on Penarth Esplanade is an issue. What are Shoreline Management Plans? Planning on the coast – What are Shoreline Management Plans? • The objectives and general principles for this review of the SMP are to: • Set out the risks from flooding and erosion to people within the SMP area; • Identify opportunities by managing risks from floods and coastal erosion; • Identify the preferred policies for managing these risks over the next century; • Identify the consequences of putting the preferred policies into practice; • Inform others so that future land use, planning and development of the shoreline takes account of the risks and the preferred policies; • Discourage inappropriate development in areas where the flood and erosion risks are high; and • Meet international and national nature conservation legislation and aim to achieve the biodiversity objectives (see the glossary).   6. Need for the Review The SMP for the Severn Estuary is now nine years old!: The coastline has changed since the first SMP was completed!. We know more about the coastline since 2000. The updating of the SMP is overdue. We have new guidance WAG/Defra for the production of SMPs. The current SMP policies may not meet the criteria contained in the guidance. WAG, Natural England and CCW are encouraging maritime local authorities to take a longer term view of the natural processes for their coastline and to re-examine specific problem areas. Stakeholder Engagement • Stakeholder engagement is a critical element in the review process to ensure that interested parties are involved in identifying and resolving the issues identified in the review process. • The Severn Estuary Coastal Group (CSG) are the main group responsible for delivering the SMP2. • The main groups involved in the review of the Shoreline Management Plan: • A Project Management Group (PMG) • Elected Members Forum (EMF) • A Key Stakeholders Forum (KSF) • Other Stakeholders Severn Estuary Coastal Group

  10. Key Stakeholder Forum A Key Stakeholder is a person or organisation with a significant interest in the preparation of, and outcomes from, a shoreline management plan. This includes agencies, authorities, organisations and private bodies with responsibilities or ownerships that affect the overall management of the shoreline in a plan. The Key Stakeholder Forum (KSF) acts as focal point for discussion and consultation through development of the project. Severn Estuary Coastal Group

A Staged Process The review and update of the SMP will involve six stages: Stage 1: Scope the SMP Stage 2: Assessments to Support Policy Development Stage 3: Policy Development Stage 4: Public Examination Stage 5: Finalise Plan Stage 6: Plan Dissemination. Monmouthshire County Council are acting as lead partner for the review of the SMP covering the coast between Lavernock Point and Anchor Head. Severn Estuary Coastal Group
