  3. Roll Call 2 options Present Or Present and voting (This means you have to vote for every motion that is debated in committee) For Against Abstain During 1st roll call, you will pick up your name tag and placard

Speaker’s List MOTION TO BEGIN SPEAKER’S LIST If you would like to speak first, use this motion If not, raise your placard after this motion is passed and wait for the chairs to call out your country’s name. Make sure that you are always on the speaker’s list. Speaking = points After your speech, send a note up to the chair and request to be re-added to the speaker’s list

  5. Motions in General Business in committee will happen with motions. Your chair should help you, but if you want to be extra prepared look at the Document. The most common motion is a motion for informal Caucus. This will usually be smiled upon by the chairs after 3-5 speakers. The Motion is “Motion for a # minute Informal Caucus”

Informal Caucus Everyone breaks off to talk and debate with other countries The goal is to find a group (preferably a large group) of countries to write a resolution with You want to lead your caucus group and thus shape the resolution Everyone has there own style just see what works You will have to be a little aggressive but also likeable. This isn’t speech and debate don’t be afraid to compromise However make sure your policies make into the resolution or you will become irrelevant.

General Debate Countries introduce their background info and position on the topic If you are speaking 1st, discuss background info since you are introducing it to the committee If you are speaking later, do not dwell on Background, it will make you sound repetitive No comments allowed during general debate What to do when you are not speaking: Listen to what positions other countries are taking so you know who to caucus with. Mark down who is for and who is against.

Substantive Debate NATIONS DISCUSS POSSIBLE SOLUTIONS TO THE ISSUE AT HAND AFTER EACH SPEECH, THERE ARE BETWEEN 2-3 COMMENTS (30 SECONDS EACH) INFORMAL CAUCUS: UTILIZE THIS TIME TO DISCUSS SOLUTIONS AND FORM RESOLUTION GROUPS. WORK WITH NATIONS THAT HAVE SIMILAR IDEAS AND REALLY EXPAND THOSE SOLUTIONS WITH DETAILS: TIMELINES, SPECIFIC SOLUTIONS, ETC.

We add that our own proposal will…BLAH BLAHBLAH • Also, Italy made good points but forgot to mention_________ which is the major issue.
