Governance reforms and the cluster model • Extensive consultation and review • Began with interviews with senior staff during August leading to Executive presentation on August 24 • About to appoint of Heads of Academic Groups (“Clusters”) • Over 120 submissions and interviews • 2 School Exec Working Parties and an Executive retreat • 2 sets of agreed reforms: • administrative • structural • Administrative • Improvements to the organization of committees, meetings and information flows • School Executive now the centre of all decision-making • 5 subcommittees Global Studies, Social Science and Planning

Cluster model cont. • Agendas require decision memos • focus on recommendations and actions • 90 minute rule • Annual self-review • All papers and minutes now on intranet • Structural reform • Central concept: • A strategic benefit from linking Higher Education and TAFE disciplines with a research centre • In 3 groups that align with the University’s high impact analysis Global Studies, Social Science and Planning

Cluster model cont. • New Executive: Dean, Deputy Heads (2), Heads of Group (3), School Manager, Non-professorial staff member • Next steps: • Appoint Heads of Group (by Christmas) • Appoint non-professorial member of Executive (by end of February) • Finalise location of Youth Work (by February) • A wonderful achievement • Many thanks to: • Those who provided a submission • The School Executive for their professionalism Global Studies, Social Science and Planning

Budget cont. • After the university gross contribution: • The budget does not balance • Increase in gross contribution • Salary increase (EBA, Tenure tracks) • Underlying deficit >$800k • Shortage of full-time staff in some disciplines due to unfunded staff leave (Social Science) • The need for a governance and HR capability within administration • The need for more administration support for critical discipline-based functions (CJA, E&P) • We need savings of at least $600k Global Studies, Social Science and Planning

Budget cont. • Options • Do nothing • A savings plan • Principles: • Redundancies as last resort • School comes first • Strategic • university and School strategy drives the adjustment process • professional accreditation imposes a constraint • Fair (everyone adjusts but not equally – strategy comes first) • Cross-subsidies are transparent and agreed by all • Sustainable (the savings are on-going) • Timing: agreed savings by end of November Global Studies, Social Science and Planning

Budget cont. • The savings plan agreed by Executive and now in place • Disciplines: $160k • Administration: $180k • Car parking, catering: $30k • Other: $90k • Research: $120k • TOTAL $580k • Note : Despite the research savings, School support for research and centres will increase in 2010 by >11% Global Studies, Social Science and Planning
