  2. Introduction • NTAA founded in 2002 • 80Principal Member Tribes • Mission: ‘To advance air quality management, policies and programs, consistent with the needs, interests and unique legal status of American Indian Tribes and Alaskan Natives’ www.ntaatribalair.org

  3. NTAA Principles • Sovereignty/ Self-Determination of Tribes • Tribes have the right to know the quality of their air • Tribes are leaders, strong partners and co-regulators

  4. NTAA Principles • Tribes have the legal authority to regulate under the Tribal Authority Rule (TAR) • Tribal Population Exposure to Air Pollution from off Reservation sources

  5. Process to Determine Priorities • Regional calls/emails by NTAA Executive Committee Regional Representatives • Face-to-face discussions and/or meetings with Tribes and NTAA Executive Committee Regional Representatives • Documents identifying regional Tribal priorities utilized

  6. 2014 NTAA National Priorities AMBIENT AIR POLLUTION WITHIN TRIBAL AIRSHEDS • Oil and Gas development issues • Air Pollution from Hydraulic Fracturing • Transport 126 and 110 (a)2(d) Guidance • Tribal NSR issues including: • Registration, Permits, Implementation, Delegation, Enforcementand Permit Review • NSR Training, Guidance and Support

  9. 2014 NTAA National Priorities TRIBAL CONSULTATION • Consultation – Early and Often • Communication and coordination with Tribes early in process and well before public comment periods. • NTAA involved at the policy development level • Examples: Ozone and Tribal NSR workgroups • Early involvement in the designation processes and the implementation of new and revised rules.

  10. 2014 NTAA National Priorities TRIBAL AIR PROGRAM SUPPORT • EPA Support for Tribal- Specific: • Technical Assistance • Training • Guidance and Policies • Increase and stabilize funding for new and existing Tribal Air Programs • Both Indoor and Ambient Air Programs

  12. Alaska • Capacity building and funding • To conduct indoor/outdoor air quality assessments vs. emission inventories • Need support from EPA • Fugitive dust from large scale mining • Road dust (PM) • Rural road system is gravel • majority of vehicles are ATVs

Region 10 • Increase Overall Funding • Grants.gov • Separate IAQ and Climate Change, do not take away from existing funds • Tribal Capability & Capacity Increasing, Success Limited by Funding • Enforcement – No OECA Funds for Inspectors • Radon Funding Cut • IAQ(Mold, Woodstoves, Radon, Pests) • Need resources identified for mitigation • Training on building/sanitation codes • Building inspectors
