LIST OF REGULATED SERVICES OF NC KTZ JSC AS A NATURAL MONOPOLIST In accordance with the republican section of the State Register of natural monopolies, NC KTZ JSC, the natural monopolist, provides the following services: Services of the main railway network (services for the provision of the use of the main railway network and the organization of the passage of rolling stock); 2. Access road services, including: 1. services for the provision of access roads for the passage of rolling stock; 2. services to provide access roads for shunting, loading and unloading, other technological operations of the transportation process, as well as for parking of rolling stock unforeseen by technological operations of the transportation process; 3. Services for the transmission and (or) distribution of electrical energy.

WORKING WITH SERVICE CONSUMERS FOR 2018 Together with the involved state bodies, temporary reduction factors for tariffs for MRN services when transporting goods by rail in accordance with the rules approved by the order of the Ministry of National Economy of the Republic of Kazakhstan dated July 31, 2015 No. 580-OD were considered and applied in the prescribed manner for domestic companies. • In accordance with the requirements of the Rules for the use of the main railway network, approved by the Order of the MID of the Republic of Kazakhstan dated March 27, 2015 No. 366, contracts have been concluded for the provision of services to the MRN: • in passenger traffic - with 12 carriers; • in freight traffic - with 3carriers (National Freight Carrier KTZ-Freight Transportation JSC, TTT Service LLP, DAR RAIL LLP. In comparison with 2017, the increase is by 2 carriers. 1 • The second tracks were put into operation on the Almaty-1 – Shu section with a length of 113.7 km, which will allow: • increase the ability to pass on the existing capacity from 17 pairs of freight trains to 75 pairs of freight trains per day; • increase the carrying capacity by 3.2 times; • reduce the travel time in transit freight trains by 2 times. 2 A digital operational and technological communication (OTC) has been introduced, providing increased communication stability and train safety (an agreement has been concluded for 8 years to receive OTC services for 441 stations of the railway network of NC KTZ JSC with phased implementation of the sections). In 2018, the digital OTC service was introduced at the following sites: 1. Aktobe-Iletsk-Uralsk-Ozinki (51 stations); 2. Moyinty-Sayak-Aktogay (21 stations); 3. Semey-Degelen, Semey-Shar, Semey-Lokot (24 stations); 4. Makat-Beyneu-Mangyshlak (39 stations). 3

WORK WITH SERVICE CONSUMERS FOR 2018 About 35 thousand clients of the NC KTZ JSC carry out loading planning by means of ASU DKR with the issuance of electronic applications GU-12 (monthly planning), GU-11 (ten-day planning), the adjustment of automatically generated calendar plans. In the ASU DKR, the coordination of applications with the MESPLAN program in interstate railway communication, as well as railway-ferry communication through Aktau-port (including terminals) is implemented. 456 stations (100%) are connected to the ASU DKR in an industrial mode, with the possibility of issuing electronic consignment notes. More than 7,000 employees of KTZH-Freight Transportation JSC are involved in the ASU DKR system. The process of receiving and approving applications for forwarding cargoes to ASU DKR is fully automated. 4 Conducted work with the railway administrations of Turkmenistan and Iran established preferential tariff conditions for Kazakhstan exporters in the territories of their states for the transportation of flour, grain, ferrous metals, fertilizers, aluminum, asbestos, phosphorite flour, vegetable oils. 5 Work has been done to establish favorable tariff conditions for transit traffic on the territory of the Republic of Kazakhstan in order to attract additional transportation volumes (for sugar transportation to Uzbekistan, alumina to Tajikistan, fruits and vegetables from Uzbekistan, containerized cargoes in the direction of China-Central Asia-China, China - Countries Caucasus and Turkey, China –Europe- China, China - Turkmenistan - Iran, grain cargo, wood, coal, ferrous metals and vegetable oil, potatoes, poultry meat, cotton to/from Russia, etc. 6

CURRENT AND PERSPECTIVE TASKS • Services of the main railway network: • The NurlyZhol State Infrastructure Development Program for 2015-2019, approved by the Decree of the President of the Republic of Kazakhstan dated April 6, 2015 No. 1030, is aimed at creating a single economic market by integrating the country's macroregions based on building effective infrastructure on the hub principle, integrating transport infrastructure into the international transport system, realization of transit potential for ensuring long-term economic growth of Kazakhstan. • Must be achieved by the end of 2019: • reducing the level of depreciation of the main railway network to 54%; • the compliance of railway stations with the requirements of the national standard (availability of a mother’s and child’s room, availability of conditions for serving people with disabilities, etc.) up to 40%; • decrease in the level of wear of freight rolling stock to 40%; • reducing the level of wear of passenger rolling stock to 42%; • Priority tasks: • To continue the implementation of the NurlyZhol State Program for Infrastructure Development for 2015-2019 in terms of the implementation of infrastructure projects; • Joint work on the development of a new methodology in the field of railway transport in the framework of the project of the European Bank for Reconstruction and Development “Economic analysis of tariff reform in the field of services OLS and the development of an updated methodology for setting tariffs for services OLS”; • To take part in the development of the NurlyZhol State Infrastructure Development Program until 2025; • Satisfying the needs of the state's economy in the transport of goods and passengers and ensuring the capacity of the infrastructure, including transit traffic; • To improve the technological processes of work of NC KTZ JSC in order to accelerate (priority) processing of cars and containers with export cargo; • Update the Development Strategy of NC KTZ JSC (with a planning horizon until 2028).
