    2. Goal An approach to Fidelity that is appropriate to the particular stage of program development of our Parent Mentoring Intervention and is consistent with PM’s empowerment orientation

    3. Stage of PM’s Program Development Most of the critical components are reasonably well specified- e.g. strengths-based, recovery focused, coordinated services, culturally responsive Key features need development- what is a ‘Mentor’, relationship as conduit for change, child welfare context

    4. Approach to Fidelity Objectives: Encourage thoughtful adherence to program model Measure critical components and document adaptations Inform model development/build program theory Facilitate learning (program staff/researchers) Reinforce empowerment orientation of the program model

    5. Strategies Collaboration Integration Measurement Systematic Learning

    6. Collaboration Include program staff (Mentors and management), Waiver management, child welfare staff, research team and clients/parents Early, frequent and continuous All phases of program and research- development, data collection, analysis/interpretation and reporting

    7. Integration Fidelity efforts are integrated and align with staff training related to both the intervention and research and evaluation activities efforts to measure outputs and other reporting/monitoring activities theory building and outcomes research Consistent terminology, measures, formats, software

    8. Measurement Measures generated collaboratively Multiple Sources AND Objective Behaviorally Anchored Criteria (as much as possible) Incorporate Process and Structure Program Components
