  7. IMLA Document Fires and explosions on tankers: ‘that the regulations did not need changing but that the incidents were caused "primarily" from a failure to follow procedure’ ‘if guidance is followed, the chances of incidents are much lower’

  8. Why Rules are not followed • Lack of knowledge • Taking a short-cut • Lack of surveillance and enforcement • Lack of trust • Demonstrate professional skill • Rule could not cover everything

  9. Seafarers ‘buy into the rule’ They need to understand why it is necessary, why they should follow it and why they should train others to follow it. And regulators must always be seen to be applying the same rules and enforcing them equally.

  15. Question? If you have a master doing one on one off, how long must that Captain have served before you can promote the 2/O to C/O?

  16. Answer 10 years What does that do for retention of junior officers? Corollary: newly promoted master needs a C/O with 10 years experience

  18. TOTS Tanker Officer Training Scheme. Developed as an alternative to the matrix. Reflects actual competence and not time served.
