    13. 11/11/2011 13 Reach Students Earlier College Access & Outreach Improve FAFSA completion by sharing data Many students who are eligible for financial aid never apply; this places them at risk for not enrolling in college (about $600 million in Pell grant dollars left on the table for IL students each year) ISAC sends data on FAFSA completion each week to Chicago Public Schools so they can target specific individuals who have not yet completed their FAFSA – no wasted energy reaching those who have already filed Expanding program to include other school districts ED examining to determine how to implement on a national basis

    15. 11/11/2011 15 Make Higher Education More Affordable College Illinois!® Illinois 529 Prepaid Tuition Program has over $1 billion in assets and 55,000 accounts New for 2009-10: rolling applications so families can invest at any point in the year, giving greater access and saving them money the earlier they invest ISAC has changed the investment model, increasing sophistication in managing funds

    17. 11/11/2011 17 Make Higher Education More Affordable Innovation - MAP Capital Investment Bonds Diversify and stabilize MAP funding sources MAP grants for students attending community colleges funded by revenue bonds that are paid with 10 years of income taxes from those community college MAP recipients MAP grant funding for students attending 4-year institutions would remain funded via GRF $100 million available to fund all eligible community college students

    18. 11/11/2011 18 Make Higher Education More Affordable MAP Capital Investment Bonds Comparison with Illinois Income Tax data shows community college MAP graduates pay more in income taxes than before they graduated Community college graduates have higher percentage of remaining Illinois residents Current markets won’t support a model that includes 4-year institutions States such as Kansas, Iowa, and Missouri have similar, though smaller, programs already in place Australia uses similar method to fund programs

    19. 11/11/2011 19 Inform Policymakers and Evaluate Progress Research and Public Policy ISAC has long had a history of analyzing the data it houses to improve its programs and inform public policy Participate in the development of the state’s Longitudinal Data System (LDS) with the other state education entities Electronic data exchanges: e.g., 230 high schools (out of 1,000) currently send transcript data electronically to ISAC Transcripts can be sent electronically to 56 Illinois colleges and universities and the NCA Clearinghouse Electronic transcripts to be incorporated in LDS
