  5. What is NCRS? General rules for recording crime that have been adopted by all forces in England & Wales since April 2002. • Provides consistency between police forces and divisions • Takes a more victim orientated approach to crime recording

  6. All reports of incidents, whether from victims, witnesses or third parties and whether crime related or not, will result in the registration of an incident report by the police

  7. When must a crime be recorded? Following the initial registration, an incident will be recorded as a crime (notifiable offence) if,

  8. on the balance of probabilities: A) The circumstances as reported amounts to a crime as defined by law (the Police will determine this, based on their knowledge of the law and counting rules) AND B) There is no credible evidence to the contrary

  9. What should a police officer do if they think an alleged crime has not occurred? NCRS states: “For audit purposes, where reported incidents appear to be crime related, they should either result in a recorded crime or an account of the reasons for not completing a crime report, which is sufficient to show the NCRS has not been breached”
