Overview of the Assignment • Students undertake preparation for and participate in a First Ministers Conference • Learning about how intergovernmental negotiations work – applied to Canadian government and their interests • Evaluated on: • Overall attendance • Participation in your delegation • Contribution to the delegation briefing book

  4. Goals of the Exercise • Learn by doing • Understanding how intergovernmental negotiations work • Understanding the interests, politics and personalities that shape IGL relations • Drawing broader lessons and perspectives

  5. Role-playing • Each student will play a role in a delegation • Your roles and positions should mirror as closely as possible current issues and interests of the government you are representing • Teams need to select their first minister, and other officials • Teams will vary in size according to the government

  6. Stages and Proposed Dates • Sign up to a delegation (Oct 25) • Negotiate agenda of FMC (Oct 25) • Intergov meetings on Agenda Issues (Oct 31, Nov 5 and 7) • Plan and prepare FMC briefing books (due Nov 9) • First Ministers Meeting (Nov 14 ) • De-briefing session (Nov 19) • Pass in final briefing papers (Nov 21)

  7. Possible Briefing Book Contents(May vary by delegation) • Economic, Fiscal and Political Background Notes • Agenda Item briefing notes • Opening statements for FM’s • Secret strategy documents

  8. A reminder about overall course evaluation • Short essay 15 % • Attendance in class 5 • Participation in FMC (including prep meetings) 20 • Briefing Book 25 • Final exam 35
