European consciousness? • Europe: a fiction (Pieterse); a construct (Delanty and Rumford); an object of desire (Balibar, Passerini). • An imaginative product with real political and social effects. • Dis-closing: critical spaces in between dychotomies: possibility/presence/certainty:impossibility/absence/ambiguity.

  4. European consciousness, cont’d • where is Europe: metropolitan-urban/rural;elite/popular; • who is Europe: EU bureaucracy/civil society; nation-states/transnational communities; • what is Europe: cosmopolitan/parochial; tradition (“roots”, heritage”) /diversity / hybridity.

  5. European identity- CEE and Slovenian perspectives • The “return to Europe” (Kundera 1984, Kumar 1992, Delanty 1996, Vidmar Horvat and Delanty 2008). • Europeanization of Slovenian identity (Vodopivec 1991, Velikonja 2005, Vidmar Horvat 2007).

  6. Working theses • EU presidency increases the visibility of Europe and enhances the sense of shared belonging in the presiding member state; • EU presidency opens up the space for the member state to qualitatively contribute to the European model of society (Delanty and Rumford) by pushing fresh agenda and leading an initiative; • (public) mass media take the opportunity of the presidency to broaden public awareness of/knowledge on presidency agenda (i.e., environmental issues,intercultural dialogue).

  7. The Slovenian EUP (SEUP) • A time of scandals (the hotel PR “delivery”; Rupel/US/EU; Janša/Socrates; Janša/Sarkozy; Rupel/Mesić; plagiarism (Janša/Blair/Masaryk?)) • “Eurospectacular function” of the SEUP: contests over media coverage of the presidency.

  10. Conclusion • Where is Europe: focus on politics (44% bilateral conflicts, 22% domestic politics, 23 %Brussels); • Who is Europe: EU institutions; • What is Europe: values (48/39%), environment (44/44%), ICD (56/31%).

  11. EU presidency increases the visibility of Europe (YES) and enhances the sense of shared belonging in the presiding member state (NO); • EU presidency opens up the space for the member state to qualitatively contribute to the European model of society (Delanty and Rumford) by pushing fresh agenda and leading the initiative (analysis in progress); • (public) mass media take the opportunity of the presidency to broaden public awareness of/knowledge on presidency agenda (i.e., environmental issues,intercultural dialogue) (YES and NO).
