  1. Implementation of the European Directive on Energy Performance in Buildings FROM WORDS TO ACTION EURIMA – reeep - EuroACE Vienna – 6 April 2006 Jens H Laustsen

  2. The Implementation of EPBD • Implementation of the EPBD directive • So far ? • Concerted Action • 26 countries working together • An Example - Denmark • New Buildings / Building Codes • Certification of Buildings • Action Plan • Towards zero energy buildings ? • Recommendations

  3. Energy Performance: Energy Performance: The amount of energy actually consumed or estimated to meet different needs associated with at standardised use of the building, which may include, inter alia, heating, hot water heating, cooling, ventilation and lightning.

  4. Energy Performance Directive EPBD 2002/91/EC 16. December 2002: • Methodology for Energy Performance in Buildings • Setting requirement for new buildings • Setting requirement for existing buildings • Energy certification of buildings • Inspection of boilers • Inspection of air-conditioning systems • Independent experts

  5. Will the Energy Performance in Buildings Directive make a difference ? • ??? • Yes ! • but it depends on the member states ! • and you !

  6. THE CA IMPLEMENTATION • 3 countries ok January 2006 • 7 partly • Rest ?

  7. CONCERTED ACTIONS • After 1-year of preparations, we started these actions in a 2 days workshop in Rome on the 25th and 26th of January 2005 • 85 persons participated in Rome representing 24 countries, the Commission, and CEN standardisation. • Since then 3 workshops and participation is growing • From each country 3 specialists are appointed to participate in the different themes covered by the Concerted Action • Members typical from Ministries or National Energy Agencies • Major task for CA is to share information and experiences and to develop common solutions and to convergence in the countries • 8 workshops are planed all in all

  8. MAIN OBJECTIVE WE ALL WANT TO LEARN WITH ONE ANOTHER AND COOPERATE TOWARDS AN EFFICIENT TRANSPOSITION OF THE EPBD IN EVERY EUROPEAN COUNTRY.

  9. THE CA PARTICIPANTS • 23 MS (all but CZ, LUX) • 2 candidate countries (BU, RU) • Norway

  10. Austria Belgium Bulgaria Cyprus Denmark Estonia Finland France Germany Greece Hungary Ireland Italy Latvia Lithuania Malta Netherlands Norway Poland Portugal Rumania Slovenia Spain Sweden UK PARTICIPANTS

  11. OVERALL OBJECTIVES • To enhance and structure the sharing of information and experiences from national implementation. • To promote good practice concepts in activities required of Member States for implementation of the EPB Directive. • To create favourable conditions for an accelerated degree of convergence of National procedures in EPBD related matters. • To complement the work of the Energy Demand Committee (Article 14 of the EPBD) and its ad-hoc group on CEN standards and Certification.

  12. WORKING STRATEGY FOR THE CA • We focus on a series of specific, objective issues arranged in 4 core themes: • CERTIFICATION • INSPECTION OF BOILERS AND AIR-CONDITIONING SYSTEMS • CERTIFICATION OF EXPERTS AND INSPECTORS • USE OF THE NEW CEN STANDARDS

  13. MANAGEMENT: PROJECT ORGANISATION; CONTRACT WITH COMMISSION EDUARDO B. MALDONARDO (P) COORDINATION OF THEMATIC COHERENCE BETWEEN TOPICS JENS LAUSTSEN (DK) COLLECTION AND DISTRIBUTION OF INFORMATION PETER WOUTERS (BE) METING LOCATION ALEXANDER PANEK (PO) CORE TEAM LEADERS: CERTIFICATION JENS LAUSTSEN (DK) INSPECTION OF BOILERS AND AC MARCELLO ANTINUCCI (IT) CERTIFICATION OF EXPERTS HANS van ECK (NL) CEN STANDARDS HANS ERHORN (DE) Each core team has a leader in charge of overall coordination and topic selection Management of the CA

  14. Passed Events: Rome, January 2005 Bratislava, April 2005 Brussels, September 2005 Nicosia, December 2005 Mainly implementation ! Upcoming events: Budapest, May 2006 Helsinki, October 2006 Dublin, February 2007 Lisbon, June 2007 Mainly monitoring ! Concerted Actions Meetings Concerted actions will include 8 major workshops:

  15. Result of EPBD + CA in 2007 ?

  16. The Implementation of EPBD Only 3 countries have notified and implemented by January 2006

  17. The Danish Example New rules from January 2006

  19. New Rules in Denmark • New Calculation Method Energy Performance in Buildings - (SBi) • finalised in October 2005 • computer programmes December 2005 • New Buildings Code - (EBST) • sent out in June 2005 • New Act on Promotion of Energy Savings in Buildings • presented in Parliament 30th of March 2005 • approved unanimous in parliament June 2005 • All in Act since 1 January 2006 (1 April - August)

  20. Energy Regulation for New Buildings New Danish rules from January 2006

  21. New Building Regulations in Dk • Use Energy Performance • Reduce energy demand with 25 - 30 % (5,5 l. pr. m²) • Introduce: • low energy class 2=> 75 % (4,0 l. pr. m²) • low energy class 1=> 50 % (2,5 l. pr. m²) • Demands for components too • Demands for all major rebuilding / improvements: • both large and small buildings • New demands for calculation and permits

  22. Three different requirements Thermal values and values for efficiency components Energy frame building (better insulation etc.) Energy Performance Use of solar energy and efficient systems or improved insulation

  23. Low Energy Classes new Buildings Energy performance New Buildings: 70 + 2200 / A (kWh/m2 year) Low energy class 2 75 % Low energy class 1 50 % Use of solar energy and efficient systems is needed !

  24. Energy Certification of Buildings New Danish rules from January 2006

  25. Energy Certification of Buildings New certification schemes in Denmark from 2006: Based on user, not size of Buildings ! • One-Family Houses: • many each year • keep it simple • Multifamily Houses: • whole building incl. typical flats • Public Buildings – Trade & Services: • different buildings and use • can be very complicated

  26. Energy Labelling of buildings Energy Labelling of buildings by construction, sale and renting and regular for large buildings and all public buildings • Will be valid for 5 years • Focus on renovation of building or building parts • Focus on extra costs by exchange (windows, boilers) • More focus on heating systems and renewable energy • Focus on longer term, not just after buy/take-over • Implementation of savings and supporting activities

  27. Energy Certification of New Buildings from January (August !) 2006

  28. Energy Certification - New Buildings New Building Regulation in January 2006 (April): • Energy certification just after construction • Control based on Building Codes, pipe insulation etc. • Focus on low energy houses or “passive houses” • No real investments possible in new houses • Help for buyer or renter of new house • Will be a part of building authority approval for use • Enforcement of regulation • Control => competition on same conditions (no cheat !)

  29. New Buildings 8 5 6 7 1 2 10 DB / secretariat 3 4 9 END Permission to Build Permission to Use

  30. Energy Efficiency Action Plan from June 2005

  31. Energy Efficiency Action Plan The EPBD implementation in Denmark is a part of a national action plan for energy efficiency: • Agreed by a very large majority in parliament • Took the implementation of EPBD further • 5 years, small buildings, regular inspection etc. • Mandatory to implement savings in public sector • National targets for yearly savings • Proved new energy savings ! • Enlarged savings by the supply companies • Collaboration between all major actors • Industry, supply companies, installers, NGO’s

  32. Recommendation • Energy efficiency pays by the end of the day • The potential is enormous • Energy efficiency: • Saves money for the owners • Create jobs • Secure the supply • Helps the environment • The EPBD is only a minimum • You can go much further !

  33. Towards Zero Energy Buildings Energy Performance in kWh pr. M² pr. year

  34. Les Hippocampes • Thank you ! • Let’s go from words • - to action
