Changes to 2002 Base Year Inventory (Base 4) • Incorporated Midwest RPO Base K inventory for MRPO states -- all sectors except onroad mobile • Adjusted Missouri area source inventory • Added portable fuel container (gas cans) emissions statewide • Corrected aircraft refueling emissions at Lambert

  3. 2009 On-the-Books Inventory: Electric Generating Units (EGUs) • Integrated Planning Model (IPM) emissions projections that implement state/local regulations, NOx SIP Call, CAIR trading program, and stakeholder unit-level revisions

  4. 2009 On-the-Books Inventory: Non-EGU Point Sources • Growth and control factors provided by Alpine Geophysics and MRPO • Emissions adjustments from stakeholder comments (Anheuser Busch, Daimler Chrysler, JW Aluminum) • Controls • Maximum Achievable Control Technology (MACT) • NOx SIP Call - cement kilns and RICE • Illinois NOx rule (St. Louis NAA counties)

  8. 2009 On-the-Books Inventory: Onroad Mobile Sources • VMT growth factors provided by Alpine Geophysics (avg. 1.7% per year within St. Louis NAA counties) • 2009 emission factors from MOBILE6 • Controls • Federal regulations included in MOBILE6 (Tier 2 rule and heavy-duty diesel engine standards) • Reformulated gasoline in St. Louis NAA counties (both MO and IL) • Basic I/M performance standard in MO NAA counties • I/M program in IL NAA counties
