  2. Pre-Snap Positions Referee– On the QB’s throwing arm, at least as wide as the TE, and 12-14 yards deep. Umpire– The side opposite the TE, 5-7 yards (not more than 8) off the ball. Field & Side – 20 yards deep (25 YL and out). Goal line inside 25. End line inside 5. Back Judge – 25 yards deep, on strong side. May need to adjust if motion. S/F Work in the white and keep sidelines clear. If your key is not pressed, look elsewhere. Keep your cushion and turn and run when needed.   3. DPI / OPI Must have Obvious Restriction and have a Visible Material Affect on the play. For OPI, you may have to hold flag until the pass is thrown beyond LOS. “If they are beat, they will cheat” ~ Ron Baynes Pay particular attention, and less leniency, for players that are beat. Put fouls into categories. If you cannot explain what the receiver/defender did, there probably wasn’t much there. DPI categories Not playing the ball Playing through the back Cutoff (contact after head turned) Arm Bar Grab and Restrict Hook and Turn/Twist • Not DPI: • Incidental Contact • Tangled Feet (unless defender was beat) • Uncatchable • Laying a hand on receiver • Defender gains position (shoulder to shoulder) • Bang-Bang plays

OPI categories: Blocking downfield (pass more than 1 yard beyond LOS) Creating separation (push off) Playing through defender Watch pick plays, especially inside the red zone or with bunch formations. KNOW AND REMEMBER YOUR KEYS !! Critical for BBW restrictions. Try to be stationary when ruling on contact and catch/no-catch. Stay alert for targeting/defenseless players. For OPI/DPI, pass must be catchable. If east/west, make it off the white. If north/south, better be thrown through the uprights to be uncatchable!!

  5. Grounding In all cases, except when the ball is thrown directly into the ground, there is no foul unless there is pressure on the passer. Must be thrown toward an eligible receiver in the area of the pass. There is no exact yardage, but for a foul, make sure it is clear to everyone that the passer throws the ball to an area NOT occupied by an eligible receiver. Do not be too technical. “The receiver ran the wrong route”. If the receiver cuts AFTER the pass is thrown - no foul. If the receiver cuts BEFORE the pass is thrown – FOUL! WHEN IN QUESTION, THERE IS NO FOUL FOR INTENTIONAL GROUNDING. Discuss who will assist the Referee in making this call.

  6. Goal Line – Inside 5-yard line going in. H/L At the snap, get to goal line. U will rule on the passer being over the LOS. Reverse Goal Line - Going out. = Inside 3-yard line, H/L immediately get to goal line. U will rule on passer beyond LOS. = Between the 3 and 5-yard lines, L goes immediately to goal line, H reads the play and assists as needed.
