  3. What is “Humanitarian Space”? The independence, flexibility, and freedom of action necessary to gain access and provide assistance to beneficiaries in a humanitarian emergency. It is achieved through acceptance of and adherence to the humanitarian principles.

  4. Real and perceived independence, neutrality and impartiality are fundamental to the way aid agencies do their work. • If aid agencies are seen as the humanitarian instruments of belligerent forces, their security and legitimacy can be compromised.

  6. Code of Conduct • The Humanitarian Imperative comes first. • Aid is given regardless of race, creed or nationality. Aid priorities are calculated on the basis of need alone. • Aid will not be used to further a particular political or religious standpoint.

  7. We shall endeavor not to act as instruments of government foreign policy. • We shall respect culture and custom. • We shall attempt to build disaster response on local capacities.

  8. Ways shall be found to involve programme beneficiaries in the management of relief aid. • Relief aid must strive to reduce future vulnerabilities to disaster as well as meeting basic needs. • We hold ourselves accountable to both those we seek to assist, and those from whom we accept resources.

  9. In our information, publicity and advertising activities we shall recognize disaster victims as dignified human beings, not hopeless objects.

  10. Safeguarding the Humanitarian System and its Institutions The Challenge: Address needs effectively while preserving the integrity of the humanitarian system. There are dangers in being too pragmatic. There are also dangers in putting humanitarian principles over human needs.
