  6. Overview of Electric Power Systems • Electric power distribution systems typically radial, designed for 1-way power flow • Power systems consist of several levels: • generation • extra high voltage transmission • high voltage transmission • distribution • utilization

Interconnection is Not a Simple IssueUtility Concerns • Electric power distribution systems not designed for 2-way flow of power • Personnel safety and grid stability are dominant concerns • Utilities reluctant to rely on unfamiliar, customer-supplied protective relaying schemes • Integrated interconnection “packages” not generally accepted and known R. Interconnection is Not a Simple IssueCustomer Concerns • Utility interconnection costs can be a “deal breaker” for smaller-sized projects • Some requirements not understood by customer, and may appear unreasonable • Manufacturer, customer, and utility DR activities are frequently not coordinated • Interconnection requirements are far from standard R. Interconnection Getting a Lot of Attention Today • New vendor packages available, often integrating protective relaying with the inverter • EEI report flagged DR interconnection problems • DOE report highlighted barriers • Interconnection being addressed at state level (e.g., NY, Calif, Vermont, Tx, Delaware) • Interconnection “flagged” in administration’s restructuring legislation • IEEE developing interconnection standard R. IEEE Interconnection Standard — P1547 • Title: Standard for Interconnecting Distributed Resources with Electric Power Systems • Purpose: Provide a uniform standard for interconnection of distributed resources with electric power systems, and requirements relevant to the performance, operation, testing, safety considerations, and maintenance of the interconnection R.
