  2. HPRP reports process • APR Reports due Dec 15th to your grantee to review • QPR reports due early January • Use Wilder developed reports to help prepare • We will mainly focus on new reports today wilderresearch.org

APR overview • HPRP APR builds on the same requirements as the new APR HUD is requiring for all other programs • New APR will be rolling out with other HUD programs next year • Details of how to build the report were released by HUD at the end of September. • The report requirements are quite complicated • Software providers are struggling to get reports ready wilderresearch.org

  4. Key APR requirements • Date range is 10/01/2009 to Sept 30th 2010 • End date in ART should be 10/1/2010 • Report counts data elements by client Unique Id • Uses first name, last name, gender, and date of birth • Used to unduplicate clients served across programs wilderresearch.org

  5. Key APR requirements • Works similar to QPR where clients are only included if they have housing status, entry and services • Make sure to use the report 1. HPRP Client Check QPR but run using the entire reporting year • Update all clients with data entry problems on the first tab • Use other tabs to check for data accuracy with services and entry/exits. wilderresearch.org

Key APR requirements • Focuses on Last Program Entry • If clients have more than one program entry in the report period, only the last one is included. • APR data check reports highlight this using green. • There are different rules for the last entry depending on the data element, especially related to Housing Status breakouts (more to come). wilderresearch.org

  7. Key APR requirements • Some questions group information into categories based on Housing Status at entry. Clients can be counted in both. • Homeless Prevention: • Housing status at entry is: Imminently loosing their housing, Unstably housed and at-risk of loosing their housing, or Stably housed • Stably housed should be rarely used • Homeless Assistance: • Housing status at entry is: Literally homeless wilderresearch.org

Key APR requirements • Clients are counted by household type throughout the report • Without Children: singles, includes couple with no children, pregnant females alone • With Children and Adults: one or two parent households with parent over 18 • With Only Children: clients under 18 served on their own. Can be parents, siblings, etc. • Unknown Household Type: If birth date is missing clients can end up in this category wilderresearch.org

Key APR requirements • Age is an important factor in households to put people in the appropriate category • Based on date of last entry • If someone enters before the start of the report, then their age is calculated based on the report start date • For all clients in this report, they should be entering on or after the report start date, so their birth date will be used wilderresearch.org

APR details-data quality emphasis • Data quality counts start the report (#4) • Don’t know/refused and missing data highlighted for required data elements for all clients • Don’t know/refused ok if client answers this way, and lower counts are best • Veterans for 18+ only • Zip code of last permanent residence included here, but not on rest of report • Disability of long duration question not included in APR report but we will help you check-still important wilderresearch.org

  12. APR details • Exit and Income data check reports also available • Mirror HUD APR requirements as much as we can without being to run the report wilderresearch.org

APR details-Clients who have exited • One section of the report is for people leaving the program only • Clients are counted as exiting if they have not returned to the program • The report isn’t counting all exits. If a client exits, then returns and hasn’t exited by 9/30/2010, they aren’t counted as an exit • Data check report covers sections of the exit report broken out differently (all or by housing status type) wilderresearch.org

APR details-Income & Benefits • The Income sub-assessment, income received from any source in past 30 days, and Total Income questions are all important (especially for adults) • Income categories first look at Total Income; if nothing is recorded, report then sums income in sub-assessment • Missing is also a combination of nothing in either total income or sub-assessment and “yes” for “Any Income in Last 30 Days” wilderresearch.org

Reports based on state funder requirements • Two summary reports we are sending; they also have corresponding data check reports • Demographics and Entry and Income reports are emailed for review as part of the APR data quality processes • Helpful in understanding if the data is right and represents accurately and completely the clients you serve • Helps you and the grantees communicate about your data before the APR is available wilderresearch.org

New APR data check reports • Designed to meet the key principles of the HPRP APR already described • Use in combination with the other reports already available for HPRP • Three reports: Demographics and Assessment, Exit, and Income • Data Quality Counts is both a stand alone report, sent out in our email quality processes, and included in the Demographics and Assessment report. wilderresearch.org
