  1. Policy Simulation in Virtual Spaces Project Presentation , March 2012 Coordinator: Michal Jacovi, IBM Technical Manager: Prof. Dora Varvarigou, ICCS/NTUA PolicySimulation inVirtualSpaces PolicySimulation inVirtualSpaces

  2. +Spaces Concept Virtual spaces can comprise “Petri dishes” of society for modeling real world behavior.+Spaces developed tools and methods for exploiting virtual spaces to that end. • We can more easily run policies by people and get their opinions by going to them in their online communities than by using government websites. • Policy-makers can now ask questions, create debates, and perform role-playing simulation across the range of social media.

  3. +Spaces Vision • Create anddeploy applications in virtual spaces that allow policy makers to tap into the opinions and thoughts of their citizens through a) Polls, b) Debates, c) Role-playing Simulation • Analyze users’ online behaviour– interaction withthe application &with other users • Interpret users’behaviour tomake meaningfulpolicy conclusions

  4. Policy maker Citizens Application developers Addressing Needs of Three Types of End-Users

  5. Suggesting Three Types of Citizen Engagement Role-playing Simulation Debate Poll

  6. +Spaces Contributions • Interoperability between spaces • Virtual spaces are added via simple adaptors, thus supporting “Define once run ‘everywhere’” • Events flowing between spaces for maximal awareness and discussion triggering • Services added via simple API • Innovative Data Analysis service • Recommendation and Reputation services • Other services may be easily added • Role-playing simulation • Structured process • Both in 3D environment and on Twitter • Allows policy makers to tap into citizens’ insights • Allows citizen to experience new perspectives • Compliance with privacy issues and SNS terms of use

  19. Pilot Scenario – Smoking Ban • Policy to be tested • By the new law, smoking is banned in public spaces • How will the public react? Will smokers protest? Will non-smokers go out more? • +Spaces Experiment Setting • Facebook, Twitter, Blogger, Open Wonderland • Experiment • A poll with selected ‘hot’ questions is created and launched simultaneously in Facebook, Twitter, and Open Wonderland • Viral dissemination spreads the word and reaches a wide audience • Forum debates are initiated in Facebook and Blogger, a live session with policy makers is set up in Open Wonderland • People come to express their opinions and hear what others have to say • Role-playing simulation sessions are set up in Twitter, and Open Wonderland • Policy makers and citizen exchange roles and play out the scenario, surfacing new thinking and revealing new insights • Outcomes • The +Spaces data analysis service creates rich visualizations of the experiments outcome, to assist the policy makers with the formulation of the law 19

  20. Scenario • Policy maker creates an experiment with a simple UI • Provides title, tags, etc. • Picks virtual spaces (Facebook, Twitter, Blogger, OpenWonderland) • Picks services (Recommendation, reputation, data analysis) • May send invitations to seed-list over email • Experiment is automatically deployed in multiple virtual spaces, as selected

  21. Open Wonderland • Citizen received policy maker’s email and clicks the link to go into Wonderland (through his browser)

  22. Twitter • Another citizen sees the Twitter announcement • With relevant hashtags, and a link to a poll application • Clicks the link, participates in the poll • Automatically offered to tweet about it

  23. Facebook • Yet another citizensees a friend’s status on facebook(viral dissemination) • Clicks the link, participates in the poll • Automatically offered to publish it on facebook
