Health & Work Programme • This programme aimed to: • Increase employment opportunities for socially excluded adults within the NHS, and promote the NHS as an Exemplar Employer of Socially Excluded Groups • Progress the NHS contribution to reducing regional worklessness - NHS as commissioner and provider of care • Develop a healthy NHS Workforce - the NHS as an Exemplar Employer

  3. MAIN OUTCOMES: 1. NHS as an Exemplar Employer of Socially Excluded Groups • Investment across the region in specialist supported employment, Individual Placement and Support (IPS) services for people with enduring mental health • 8 sites operating resulting in 176 people moving into employment opportunities • Quarterly regional network for supported employment practitioners working in Health and Social Care • Project Search (Learning Disability Traineeships in the NHS) Dissemination Activity

Provide managers with the skills necessary to support staff with common mental health problems remain the workplace - support a ‘Beyond Blue’ training programme to 21 trusts, and YHIP Mental Health for Line Managers training to 10 trusts • Employment and Mental Health training - funded by the SHA – 7 Trusts/Open your mind action learning sets • Support NW organisations to be Mindful Employers – through support of the NW Mindful Employer Network hosted by Cheshire and Wirral Partnership, increase in signatories from 9 in 09 to 21 in ’11. Currently 34 trusts are Mindful Employer network members.

NHS as commissioner and provider of care • Support PCTs/GPs to address the worklessness agenda- GP Health and Work training to support the ‘electronic fit note’ in targeted hot-spots – Health Work and Wellbeing Coordinator • Increase sub regional Local Employment Partnerships engagement- cancelled • Identify levers and barriers and implement recommendations to support improved NHS commissioning and procurement around the worklessness agenda- cancelled • Produced ‘Tackling work related worklessness’ with North West Public Health Observatory

Developing a healthy NHS Workforce- NHS as an Exemplar Employer • Boorman Review baseline survey completed by 46 trusts • 10 e-WIN health, work & wellbeing case studies published • E-WIN hot topic on Health and Work with a bank of resources • 3 sub regional health and wellbeing networks formed, each held a minimum of 4 meetings, attended by 35 trusts in total • Academic review of NW NHS Occupational Health Services • National guidance/information distributed through networks.

Produced in conjunction with NWPHO ‘Creating Healthier Workplaces’, distributed to all trusts • Case management support commissioned via Pathways CIC • Supporting the implementation of ‘Healthy Staff, Better Care’ and NHS Health Improvement Framework with NHS OH providers and HR • Health Innovation and Education Cluster research on stress and mental health needs • Robertson Cooper interventions supported, 8 on Asset, 15 on Vector, and 23 on Resilience Train the Trainer

NEXT ACTIONS: NHS as an Exemplar Employer of Socially Excluded Groups • Request NHS HR take positive action and link with supported employment Individual Placement and Support sites creating recruitment opportunities for this talent pool • Investigate how supported employment for people with Learning Disabilities or Project Search model could work in your organisations • For both of the above - provide Health and Work Team with a HR contact for our IPS / Project Search sites to liaise with

NHS Workforce- NHS as an Exemplar Employer • 11/12 OH realignment focus working on 4 sub regional footprints supporting collaborative working • Sickness absence target of 3.4% by March 2013 • DH Health and Wellbeing Pathfinder Bid on developing a Workplace Mental Wellbeing Needs Assessment • Lead Employers OH/HWB provision for Dr.s in training • PCT Clusters OH/HWB provision for CCGs and CSOs • 2012 for 2012, the Olympic Legacy and Public Health Responsibility Deal
