Operating Practices & Event Analysis Subcommittee • The Operating Practices & Event Analysis Subcommittee (OPEAS) held its regularly scheduled meeting January 14-15, 2014 at the WECC offices in Salt Lake City, Utah and a webinar on February 14, 2014. • The agenda items were covered at the meetings. Significant items are summarized below.

  3. Approval Items • Approved an extension of the RBC Field Trial (OC approval item) • Approved a modification to the boundaries for initiating and terminating manual time error corrections (OC approval item)

  4. Event Analysis Reports • OPS received an informational report from BPA on an event where there was low frequency due to generation changes required to mitigate an SOL following loss of a bank.

  5. Reports Disturbance Log Review • WECC Staff described the strategy to be used for tracking responses to the recommendations from the September 8, 2011. The survey results will remain confidential but will be consolidated for presentation. Operating Issue Work Group (OIWG) • A Pre and Post Contingency Plan Guideline was posted for review. Operating Procedures Review Group (OPRG) • OPRG reviewed 40 procedures for the Spring Operating Season.

  6. Reports Performance Work Group • The PWG continues to review data related to the Reliability Based Control Field trial. • Proposed an extension of the RBC Field Trial • Proposed a modification to the boundaries for initiating and terminating manual time error

  7. Approval Items • Motion to extend the RBC Field Trial • Motion to revise the limits for initiating and terminating Manual Time Error Corrections

Approval Item RBC Field Trial Extension • PWG analyzed 19 events on a variety of paths for the period May 2013 through January 2014. • Data analyzed included: • Planned path de-rate percent • Unplanned path de-rate percent • Actual flow percent • Schedule flow percent • Unscheduled flow percent

Approval Item RBC Field Trial Extension • ACE contribution to the SOL is then analyzed • ACE contributed to the SOL in two of the cases • ACE helped mitigate the SOL in two cases • PWG noted that an RC directive to reduce ACE to below L10 was always found in conjunction with an SOL exceedance • PWG also noted that ACE can contribute to an SOL exceedance under CPS2 since that criteria does not limit ACE to L10 at all times

Approval Item RBC Field Trial Extension First Motion Extend the RBC field trial, with ATL at 4*L10 until May 1, 2014 then remove ATL limit, until the sooner of the effective date of the new BAL-001-2 standard or FERC remands it. • This motion was defeated by OPEAS. • Primary concern was the elimination of the ATL limit.

Approval Item RBC Field Trial Extension Second Motion Extend the RBC field trial, with ATL at 4*L10 until May 1, 2014 then raise ATL to 8*L10 limit, until the sooner of the effective date of the new BAL-001-2 standard or FERC remands it. • This motion was approved by OPEAS and is now forwarded to OC for its consideration.

Approval Item Time Error Correction • Time error corrections create a risk to reliability due to off-nominal frequency operation. • PWG analyzed manual time error corrections for the period September 2012 through August 2013. • There were 201 Time Error Corrections (TEC); 102 Slow and 99 Fast.

  13. Approval Item Time Error Correction • Average duration of the TEC was approximately 6 hours • In 40% of the cases, a TEC in one direction was ultimately followed by a TEC in the opposite direction. • Extending the trigger limit to +/- 30 seconds would reduce the number of TEC by 84%.

Approval Item Time Error Correction Motion WECC Staff to request that NAESB change its time error correction business practice or WEQ-006 Manual Time Error Correction, for the Western Interconnection such that the Reliability Coordinator initiates a manual time error correction when time error exceeds +/- 30 seconds and terminates a manual time error correction when time error is less than +/- 25 seconds. • This motion was approved by OPEAS and is now forwarded to OC for its consideration.
