Changes to Contract • 66 pages, highly specific, includes “Statement of Work” (SOW) for contractor • Notable inclusions: • IANA contractor can charge fees • IANA contractor can not develop policies • IANA staff at arms length from ICANN • Performance metrics included • ccTLD delegation / re-delegation processes outlined

  6. Likely Outcome • Timeframe precludes alternate bidders • Unlike NTIA transition for ICANN from: • Contract • to MoU • to AoC • IANA Functions Contract will be much more detailed and much more accountable to NTIA
