Grant agreement structure • Grant Agreement • Defines the beneficiaries, duration of the project, maximum EC contribution and other special conditions • Annex I • Description of Work, setting objectives expected results and how to achieve them • Annex II • General Conditions eContentplus Infoday 2006

Signature and accession to grant agreement • The grant agreement will be signed by the co-ordinator and the Commission only • Other legal entities may accede to the grant agreement later by means of Annex III form B, subject to acceptance by the Commission. The other beneficiaries will have to complete and sign Annex III Form A “Consent of the beneficiaries to accede to the agreement” eContentplus Infoday 2006

  9. Direct Costs • Personnel costs: personnel directly carrying out work under the project. Time devoted to the project shall be recorded. • Travel and subsistence: Prior agreement of the Commission for destinations outside the territory of a Member State, an Associated state or a third country where a beneficiary is established. eContentplus Infoday 2006

Direct Costs - Subcontracting • Only for certain elements of the work and to be clearly identified in Part B of the proposal. • Subcontract to be awarded to the bid offering best value for money (best price-quality ratio), under conditions of transparency and equal treatment. • Prior written approval where amount of subcontracts of a beneficiary • > 20% of his estimated eligible costs or • > EUR 100 000, whichever is lower or • Where subcontractors established in a third country. eContentplus Infoday 2006

Direct Costs – Other specific costs • Eligible costs not requiring written approval by the Commission: • Organisation of workshops and conferences • Web site hosting, Web site design • Printing • Translation • Software licenses • Certification of financial statements • Financial guarantees requested by the Commission. Other costs subject to written approval by the Commission, if not indicated in Annex I to the grant agreement. eContentplus Infoday 2006

Indirect Cost • Overheads: Flat rate up to 30% of personnel costs. • Overheads cover the following costs: • general management and administration costs • depreciation of buildings and equipment • rent, heating, water, electricity, office furniture • personal computers, office supplies including printer ink and stationery • telecommunications and postal charges.   13. Second after approval by the Commission of the deliverables and statement that the consortium has incurred at least 70% of the any earlier pre-financing.
