  7. 授課方式（Teaching Method） • 講授：了解圖書館國際合作理論與實務。 • 摘要報告：配合課程指定閱讀1至2篇英文 文獻並撰寫摘要報告。 • 專題討論及個案研究：指定圖書館國際合作交流領域專題撰寫報告，並於課堂中進行簡報並交流。

  8. 學習成效評量方式（Student Evaluation） • 平時考核：採不定期點名方式瞭解學生出席狀況，列入平時成績；另課堂中參與討論也列入評量（占學期成績20%）。 • 摘要報告：為加強英文閱讀能力，學生將配合課程閱讀一至二篇英文文獻並撰寫摘要報告（占學期成績20%）。 • 期中期末報告：就老師指定之專題進行，包括課堂分享及書面報告，報告成績做為期中、期末考試成績（各占學期成績30%）。

  21. Definition • 「出版品國際交換是一種契約或安排，協議交換雙方隸屬不同國家，彼此承諾給予出版品，這項契約僅基於雙方共識，原則上沒有固定公式。」--UNESCO, Handbook on the International Exchange of Publications, 2nd ed. 1956.

Definition • “The international exchange of publications is a form of international scientific and cultural co-operation.” • “It promotes the free flow of ideas and scientific information among institutes belonging to different nations in virtue of a formal contract or a free arrangement whereby the parties concerned give one another publications in printed form or reproduced in some other way.” • “This contract is based solely on the mutual consent of the parties; it is not, in principle, subject to any formula and may be embodied in an informal letter; what is important is that both parties should execute the agreement.” • Handbook on the international exchange of publications/edited on behalf of IFLA by Kirsti Ekonen, Päivi Paloposki and Pentti Vattulainen. 5th completely new ed.   23. History of International Exchange of Publications • 出版品國際交換源起於歐洲。 • 1694年 法國皇家圖書館（現為法國國家圖書館），建立「複本交換」的範例，獲得許多珍貴書籍，尤其是英文、德文書刊。 • 1697年 中國和法國進行首次圖書交換。 • 18世紀前半，大學間進行大規模論文交換。1740-1750年間，歐洲大學建立大學聯盟，交換彼此出版品。

  25. 出版品國際交換公約 • 全球國際交換公約 • 1886年制定完成的布魯塞爾公約（The Brussels Convention）是第一個出版品國際交換公約，由美國國會圖書館 （ US Library of Congress ）發起的。 • 二次大戰後，有不符識用之困難。 • 1958年UNESCO 於第十屆大會通過兩項公約：「出版品國際交換公約」（Convention 1: Convention Concerning the International Exchange of Publications）和「官方出版品與公牘國際交換公約」（Convention 2: Convention Concerning the Exchange of Official Publications and Government Documents Between States） --這兩項公約被視為圖書館間交換合作的共同法則。

  27. 出版品國際交換公約 • 文化協定/公約 （Cultural Agreement/Convention） • 協定或稱「協議」 • 通常是雙邊協定，或是特定團體間的協議 • 關於一般文化交流事務的協議，包括對出版品國際交換的條款。 • 1945年的阿拉伯聯盟公約（The Arab League Convention） • 1953年的馬德里公約（The Madrid Convention） • 前兩者屬多邊協定

  31. 國際交換的出版品 • Grey Literature（灰色文獻） • Not available through the regular book-selling network • Governmental, academic, business, and industrial documents • Both in printed and electronic forms • Such as: political documents, statements, research reports, statistical data specifications, academic theses and dissertations, technical specifications, and conference proceedings. • Contain up-to-date information on research • The number of printed copies is limited.

  35. Types of Exchange • 等量交換 Piece-for-piece exchange • 等值交換 Priced exchange • 計頁交換 Page-for-page exchange • 不易取得的舊書或絕版書，以新書好幾頁折換舊書一頁的方式計算。 • ‘Open’ exchange: there is little or no accounting.

  39. 國家圖書館出版品國際交換處（Bureau of International Exchange of Publications, National Central Library）簡史 • 1905年（光緒30年）美國於1905年向中國提出建立交換關係之請，表明蒐集世界各國官方文獻的期望，於是中國設立第一個交換機關--換書局。 • 1920年 中美交換書報處 • 1925年 出版品國際交換局(隸屬教育部) ，同年12月22日以 Bureau of International Exchange Publications (BIEP)聲請加入布魯塞爾公約以進行公牘、科學、文藝、出版品的交換。 • 1928年 出版品國際交換處(隸屬中央研究院) • 1934年 國立中央圖書館接辦 • 1954-1986年 南海學園時期 • 1986年--迄今 國家圖書館

  40. 文化外交 • 依據90年12月10日修訂之「政府出版品管理辦法」第8條，出版品國際交換工作，由國家圖書館辦理。必要時，由各機關得專案辦理交換工作。 • 國家圖書館代表政府於國際間進行出版品交換，並以交換所得出版品為館藏，供國內研究人士使用。交換對象涵蓋政府單位、國際組織及重要學術研究機構、海外僑社團體及個人學者。

  41. 豐富館藏 • 許多無法透過一般採購管道獲取之重要文獻，例如：政府出版品、年報、調查報告、議事錄、雙邊會議報告、統計資料、會議論文集、名錄、指南、專書等，歷年來皆經由交換關係而來，除提供讀者運用外，也讓國家圖書館的館藏成為質量俱佳的國家級、研究級的文獻寶庫。

  42. 交換單位建立 1954年國家圖書館於南海路復館以來,出版品交換業務已運作55年, 建立之交換單位包含各國國家圖書館,公共圖書館,東亞圖書館,專業圖書館,駐外單位,華僑文化會館,僑校,國外知名漢學家等約為1200個單位。 歷年來屬較積極交往之單位共計為87個國家725個單位,包含大洋洲3國,美洲20國,歐洲27國,亞洲27國,非洲10國。 交換單位依重要,友善,正常,不友善四等註記,俾便於決定重要書刊之交換。

  45. 交換圖書徵集與寄贈 • 出版品交換分圖書、期刊兩大類。 • 來源：徵集政府出版品以及購置民間出版品兩類。 • 圖書每年分四季製作書單，經由線上圈選以及郵寄方式提供交換單位選書。 • 彙整交換單位之書單後進行分配與寄送作業, 寄送工作採標案委託物流公司配送。 • 期刊採主動寄送或由交換單位挑選按月寄送。
