NYC Office of Emergency Management Serve NYC through a five-fold mission: • Plan and prepare for emergencies • Coordinate emergency response and recovery efforts • Educate the public about preparedness • Collect and disseminate critical information • Seek funding to support preparedness New York City Office of Emergency Management

OEM External Affairs • Mission is to educate NYC residents, children, businesses and community groups about emergency preparedness. • Aim to accomplish this via printed guides, website, public events, social media and other venues. • Also run programs for volunteers, businesses, schools and community groups. Solomon Fellowship ProjectPartners in Preparedness • Developed in 2011, this program encourages NYC organizations (businesses, non-profits, community groups and government agencies) to complete five steps to become an OEM Partner in Preparedness. • Involves outreach, social media, programming via webinars and special events. • 2012 goal is to double the 2011 naming of 65 partners to at least 130 organizations. Solomon Fellowship Intern Webinar April 10, 2012 NYC Department for the Aging’s Mission • Established in 1973 through Older American Act created of 1965. • Lead agency in NYC government to address issues regarding older adults. • Largest Federal Area Agency on Aging in the Nation of 665 agencies. • DFTA works for the empowerment, independence, dignity and quality of life of New York City's diverse older adults and for the support of their families through advocacy, education and the coordination and delivery of services.

NYC Department for the Aging’DescriptionSolomon Fellowship Intern Webinar • Works with over 400 community based programs to provide services to older adults, such as lunches, home delivered meals, social service, educational and recreational activities, and transportation services. • Provide Volunteer and work opportunities through Senior Employment Program, Foster Grandparents and Health Promotions. • Help for caregivers is available through the Alzheimer’s & Long Term Care, Grandparents Resources Center & Health Insurance Information Counseling Assistance Program (HIICAP) units at Department for the Aging. • Case management agencies provide one-stop access to home-delivered meals, home care attendants, chore services, and other support services for homebound older adults.

NYC Department for the Aging’s Solomon Fellowship Intern Tasks • Review emergency plans from senior centers, home delivered meals, case management, and home care agencies. • Conduct focus groups and interviews to develop plans for regional hubs. • Summarize information gathered from focus groups/interviews to be put in a checklist for planning of regional hubs.

  8. NYC Service NYC Service engages volunteers to drive impact in priority areas All initiatives are based on impact volunteering — volunteer strategies that: • Target community needs • Use best practices • Set clear outcomes and measures to gauge progress

  9. EmergeNYC Problem: Under-staffed evacuation shelters Impact Volunteering: Recruiting and training New Yorkers to supplement NYC staff Impact Goal: Fully-staffed shelters and centers

  10. Fellow Position • Solomon Fellow will join near the conclusion of the 2012 Hurricane Season. • Fellow will help: • Curate volunteer list • Collect lessons learned and best practices • Edit/revise initiative • Set goals for future years

NYC Department of Health and Mental Hygiene (DOHMH) • Largest city-based public health agency in the US • Identified as a “Primary Agency” for “Public Health Emergency” incidents under NYC Citywide Incident Management System (CIMS) • DOHMH preparedness planning activities… • support Agency competencies • provide direct support to NYC health system emergency response.

What Is Community Resilience? • Consistent with PPD-8: “Whole Community Approach” – all federal preparedness grants expected to support community engagement and consideration. • Defined as “the sustained ability of a community to withstand and recover from adversity (e.g., economic stress, man-made or natural disaster)” (RAND)

Planned 2012 DOHMH Community Resilience (CR) Projects • CERT / Medical Reserve Corps (MRC) Project: collaboration with NYC OEM • community resource identification; community mapping • integrated CERT/MRC outreach to provide training • DOHMH Community Resilience Planning Committee: apply data for program design and implementation (e.g., organizations, vulnerable populations, etc) • Leveraging DOHMH Prevention Outreach to Increase Community Resilience (internal small grants program) • Youth Engagement Project: TBD • Social Media Project: TBD

  14. NYC Digital Mission • Our mission is to realize New York City's potential as the world's leading digital city. To achieve this, we focus on four core pillars as outlined in the Digital Road Map: • Access to Technology • Open Government • Engagement • Industry • The first Road Map was released in May of last year, and there will be an update next month. • Specific NYC Digital duties include: • Reinvent NYC.GOV, the plan to rearchitect and redesign nyc.gov  • Support and training for the managers of over 200 City social media channels

Social Media Projects Twitter and Facebook apps for the public Partnering with leading digital and social media companies for expanded emergency alert outreach Improved emergency message interface and functionality for nyc.gov redesign Development of additional emergency alert and preparedness features on official New York City mobile applications that serve and inform New Yorkers Exploration and development of social media monitoring technology and strategies

Responsibilities Monitoring and updating the City’s social media channels Working with multiple agencies on social media analysis tools and strategies for emergency preparedness Working with OEM and other agencies on the development of digital emergency preparedness apps, features and web tools Liaising with social media partners to coordinate alerts partnerships Participating in inter-agency meetings re emergency preparedness initiatives. Researching municipal digital initiatives
