Overall Blue PeaceProcess • Middle East : Jordan, Lebanon, Syria, Iraq, Turkey (Northern Circle), Israel, Palestine – ongoing advocacy activities and projects in selected countries in Northern circle; • Nile River Basin (all river basin countries) – ongoing projects in selected countries; • Central Asia? • Global level - new Global Water Security Initiative to be launched in early 2013, which could have: • Independent Commission of morally influential former Government leaders and Nobel laureates • A strong global public discourse including media campaign • A strong research effort to provide underpinning of knowledge to both the Independent Commission and the public discourse and media strategy

Blue PeaceMiddle East • Report published in 2011 following a series of high level consultations, facilitated through an innovative partnership between an Indian think-tank (SFG), Sweden and Switzerland. • to provide a comprehensive, long-term and regional framework for water in the Middle East, with recommendations for implementation; • recognizing the potential of water to deliver a new form of peace – the blue peace – while presenting long term scenarios of conflict risks • Implementationofrecommendationsstarted in 2012: • Feb. 2012: Orontesriverbasinassessment (phase 1) initiated • Apr. 2012: creation in Amman of a High Level Group chairedbyHRH Prince Hassan bin Talal of Jordan, with RSS as technical secretariat; • Oct. 2012: SDC-WMO contributionagreementforMiddle East hydrometproject (forphase 1) • Nov. 2012: First session of the High Level Group on The Blue Peace; high level international roundtable of parliamentarians and policy makers at the UK Parliament.

  9. Blue Peace ME Recommendations 1. Establish Cooperation Council for Water Resources in the Middle East for the Northern Circle (Short Term), to: • evolve a consensus on principles of cooperation; • create regional protocols, guidelines and practical measures for standardising measurements of quality and quantity of water resources by upgrading gauging stations, developing common approaches to interpret the data collected from equipment pertaining to water flows, climate and relevant environmental indicators. • set goals for restoration and long term sustenance of water bodies from an ecological perspective, similar to EU Framework Directives. • develop specific means of combating climate change and drought in a collaborative manner. • promote research, development and dissemination of environmentally sensitive and energy efficient water related technologies. • facilitate negotiation and creation of joint projects at basin or regional level including common early warning and disaster management systems. • prepare the ground for IWRM at the basin level.
